Subject: Reporting Student Non-binary Gender and Sexual Orientation to D4A

Dear colleagues,
Starting in the 2022-23 academic year community colleges will have the
opportunity to report non-binary gender selection for students, as well as
students' sexual orientation to D4A. The data will be collected for the same
reasons we are collecting race, ethnicity, and gender data: we believe that
this is an important step toward inclusiveness. LGBTQ students, like other
minorities and marginalized groups, face disparities in educational, economic,
and other outcomes. Collecting data on sexual orientation and gender identity
helps identify what those disparities are, which is a first step toward
addressing the disparities.
While collecting these data elements is not mandated for the community
colleges, HECC is required to provide an opportunity for the community colleges
to report them to the state database. From previous discussions at the OCCCIR
meetings we learned that not all colleges collect gender identity and sexual
orientation data. Those colleges that do collect these data possibly use
different sets of definitions and offer different choices to students. Gender
identity and sexual orientation definitions and descriptions are evolving and
changing. Community colleges serve a very diverse group of students, and a
differentiated approach may be necessary in this data collection (for example,
in regards to minor students).
For these reasons the new data fields will provide maximum flexibility for
reporting gender identity and sexual orientation in the Student data collection.
The gender field will accept an additional value X (Non-binary), in addition to
currently accepted values F (Female), M (Male), # (Not asked), and & (Asked,
no response). The field must be non-null.
The new gender_x field is a text field where any self-reported student gender
identity can be entered, for those student who identified as non-binary in the
gender field. The field can be null and will not be restricted to any set of
values.
The new sexorient field is also a text field where any self-reported student
sexual orientation can be entered. The field can be null and will not be
restricted to any set of values.
We hope that the first two to three years of the collection will allow us to
determine baseline numbers, see the range of responses, and determine if any
adjustments to the collection are needed.
