Here is the response that I recivied from our Director of Housing:
This quarterly payment of UA was approved by HUD a while back...I think during
the HUD Streamlining notice about a year ago.
We decided against this concept due to:
1. From my recollection, you had to have a system in process that
allowed the tenant to still get their checks monthly if quarterly was a
hardship. We figure everyone is going to file for hardship.

Hello OATHA group
Does Authority send tenants Utility Allowance checks? My LIPH person
has advised me that HUD is now allowing HA's that pay UA to tenants to
hold back anything less than $ 45.00 fo r three months - meaning anyone
receiving less 45 dollars or less a month will receive a Quarterly Utility
Allowance Check .
ECS is aware of this change but has not written anything in their software to
accommodate yet.
Do you do issue Utility Allowance checks to the tenants ? if so do you
know how your HA is going to handle this new situation?
