[nvda-addons] new addon: Sound Customizer

Hi all,
I develop this addon in this last week, the name is quite auto-explicit,
I think... :) It manages and simplifies the customization process of
NVDA sounds (the .wav files in waves).
Now, what should I do if I wanted to add it to nvdaaddonteam repository?
At the moment, I'm writing the documentation, the code works (even if it
could be simplified, I suspect), is already commented, and Italian
localization is ok. Naturally, the code and the English coded strings
could require improvements... so I'd like to publish it. :)
