[noCensorship] Latency & throughput

Hello everyone ,
I can't visualize or understand when they say 33kbps modem connection speed
can be better sometimes than say 48kbps , as the previous can have more
throughput but less latency ?
Anyone care please to explain in plain English :-) ,
