[newsline-beta] NCX Structure

This is not a critical item, but it seems like the NCX for the New York =
Times should actually have 2 levels. The first nav point points to the =
entire issue, and the subsequent points point to articles that should be =
children of the first point. Currently all of them are at level 1. Another =
approach would be to eliminate the first one since it points to tne entire =
document it really isn't necessary. Just have level 1 points pointing to =
each article.
