Hi Peter.

The navigation for the New York Times, and perhaps other periodicals, =
doesn't work correctly because the "content" referenced in the NCX doesn't =
exist in the SMIL. For example:

(taken from the file "2004-06-07_NewYorkTimes.ncx")

    <navPoint class=3D"book" id=3D"id2246858">
        <text>Religion and Politics</text>
      <content src=3D"2004-06-07_NewYorkTimes.smil#id2246858"/>

the ID "id2246858" does not appear in the SMIL so a reader would not be =
able to correctly use the NCX to begin reading at the correct location.

This might actually be the ID for the text in the "xml" file, but the NCX =
should always reference the SMIL and the file given in this example is the =
correct file.
