Background
MSI is the prime implementer of the CEGAH (meaning prevent inIndonesian Bahasa)
program, an anti-corruption program,funded by the U.S. Agency for International
Development (USAID). The program aims to reduce corruption by addressing
itsroot causes and by strengthening the Indonesian government’s ability
toimplement effective counter-measures.
A major componentof the USAID CEGAH project is the support to the integration
and implementation ofthe National Public Complaint Handling System (Sistem
Pengelolaan PengaduanPelayanan Publik Nasional - Layanan Aspirasi dan Pengaduan
Online Rakyat/ SP4N- LAPOR!).
With support from Ministry of Administrative and BureaucraticReform
(Kementerian Pemberdayaan Aparatur Negara dan Reformasi Birokrasi/
KemenPAN-RB), Ombudsmanof the Republic of Indonesia (Ombudsman Republik
Indonesia/ ORI), and the Executive Office of the President (Kantor
StafPresiden/ KSP), USAID CEGAHfacilitated thedevelopment of LAPOR! version 3.0
mobile app.
USAID CEGAH alsostarted to integrate with 12 local governments’complaint
handling systems and plans to integratewith others.This implementation will
ensure better transparency and accountability of government agencies, both
national and local, in handling public services.
Set to produceseveral human-interest videos in early 2020, USAID CEGAH plan
tocollect stock shots and conduct interviews in South Kalimantan, specifically
inBanjarmasin city, Banjarbaru city and Tanah Laut district, where USAID
CEGAHhas it local government beneficiary with successful public complaint
handling.Banjarmasin and Banjabaru city were also awarded as ‘Most Impactful’
at theLAPOR! Competition Award on December 9, 2019.
USAID CEGAH istherefore seeking proposals to filmstock shots and interviews in
South Kalimantan. In addition, production of motion graphic to support
thenarrative will also be required.
Objective
To film stock shots and interviews in South Kalimantan, aswell as to
producemotion graphic on LAPOR! project and USAID CEGAH as part of this
video(not as separate video).
Tasks And Expected Results
To achieve the aboveobjectives, the selected contractor shall perform the
following tasks:
1. UnderstandUSAID CEGAH support to LAPOR!.
2. Record and off-line edit the video(s) based on theagreed treatments.
3. Create motion graphics, in consultation with USAID CEGAH
4. Present off-line edit to USAID CEGAH for review andapproval.
5. Work basedon the agreed timeline.
Please note that the final product will beedited by MSI in-house. During the
final editing period, the sub-contractormust be available to address minor
requests and inquiries posed by USAID CEGAH.

Project Period
This assignment is expected tobegin in the third until the fifthweek of January
2020.
Ownership and Data Rights
The final productwill be owned by USAID CEGAH.
Qualifications
Interested applicants shouldmeet the following criteria:
- Skill and experience in producing videos and motion graphics;
- Has an understanding of the project.
Evaluation Criteria:
Proposed Personnel (50%)
· TeamStructure: The proposal shouldinclude an organizational staffing
chart and a list of any major staff memberswho will be assigned to the project,
including any sub-consultants. The listshould specify which key individuals
will work on the project and describe theirrespective roles. The team must
consist of personnel with expertise in videoand motion graphic making.
Providing dedicated staff to this program is a must.
· PersonnelQualifications: The proposalshould describe the relevant prior
experience and track records of the proposedpersonnel, in particular their
experience relating to video and motion graphicmaking, especially for
non-profit organizations or governmental organizations.Detailed CVs must be
provided for each key staff member. Each key staff membershould have at least
three years of experience. Experience working on socialand/or governance issues
is an advantage.
Past Performance (50%)
The proposal must show demonstratedcompetency and related past performance in
successfully implementing similaractivities. The offeror must have proven
experience in producing videos and motion graphic on socialand/or governance
issues is an advantage. The offerorsmust provide a list of current and recent
client references (minimum of three)and must include a brief description of
previous relevant projects. Projectdescriptions should include results
achieved, duration of contract, approximatevalue of the contract, and the
clients’ contact information (please provide apoint of contact with name, email
address, and phone number).
Past performancecriteria are intended to assess theofferor’s capabilityto
successfully deliver the required services. Past performance information isone
indicator that the offeror willbe able to complete the contract successfully.
The accuracy and relevance of up-to-date information, source of the
information, context of the data, andgeneral trends in the contractor’s
performance shall beconsidered. This comparative assessment of past performance
information isseparate from the responsibility determination. If an offeror
applies and does not show a record of relevant pastperformance, or if
information about past performance is not available for theofferor, the offeror
may (at CEGAH’s discretion) not be evaluated, favourablyor unfavourably, on
past performance.
Deliverables
USAID CEGAH expects to receive a hard disk ofall required films no later than
three days after the all materials areapproved.
1. Raw files of all films
2. Cut-to-cut editing of all films,
3. Approved motion graphics, including itsdesign assets.
BudgetAllocation
The maximum budget for this video production,including airfare, car rental,
accommodation and any applicable tax is IDR 50,000,000or USD 3,555*
