obstacles that prevent children from enjoying their rights and participating

communications strategy is a must for Plan Indonesia to share the outcomes of
these projects to influence different actors, specially state authorities and
to position Plan’s profile within and outside at different levels – starting
from community, sub district, district to national, regional and international

Youth Participation Officer - Jakarta Based
BACKGROUND
The Indonesia Mitra Kunci Initiative is a five-year, $15 million, USAID-funded
project that promotes more inclusive economic growth by improving access to
workforce and entrepreneurial skills for poor and vulnerable youth. The Mitra
Kunci team provides USAID/Indonesia project implementers (PIs) and workforce
stakeholders with technical support, connections and platforms to help build a
more robust and responsive workforce development ecosystem. In addition to
management support, capacity building, and coordination, Mitra Kunci’s
technical assistance includes identifying, piloting and scaling new workforce
development approaches and innovations such as
SPECIFIC TASKS
Managing Youth Initiatives and Partnership
- Providing technical assistance and assisting the implementation of the
development of the roadmap for sustainability to Mitra Kunci Youth
Facilitators. Technical assistance includes but not limits to organizational
skills, partnership skills and financial sustainability.
- Conduct mapping on youth organizations relevant to the needs of the Mitra
Kunci Project
- Build contacts liase and collaborate with the identifiedyouth organizations
- Build and implement internal mechanism to have continuous engagement with
the youth stakeholders and provide them with opportunities to conduct annual
events, build collaborative workplan, or participate in an advisory panel.
Youth Organization Capacity Building
- Conduct thorough assessment on skills gap among Mitra Kunci Youth
facilitators and partner youth organizations, to achieve agreed objectives
- Ensure that skills gaps are addressed and youth capacity is enhanced by
liaising with needed experts to develop relevant capacity building
activities.in
- Facilitate the capacity building activities for Mitra Kunci Youth Partners
Youth Mobilization and External Advocacy
- Engage with youth through online and offline platforms to increase youth
agencies’ external advocacy capacity
- Identify the challenges and potential networks to support the strategy of
advocacy in ensuring PYD perspective adopted by policy maker in local and
national level.
- Provide technical assistance to youth in developing high quality policy
recommendation documents for distribution to government or private sector
stakeholders
- Serve as the focal point person to youth, representing the Mitra Kunci
Project
- Create online and offline platforms to collaborate with youth to support
their advocacy work to relevant stakeholders
Internal Advisory:
- Build and establish internal mechanism that serves to receive advice from
youth on Mitra Kunci implementation
- Coordinate with youth stakeholders in providing input for all Mitra Kunci
activities
- Consolidate best practices, challenges, and lessons learned in relation to
youth engagement
- Collaborate with technical and M&E team to develop the process of program
documentation with angle of youth perspective.
Additional Responsibilities Included:
- Contribute to quarterly and annual reports for Mitra Kunci and Plan
International Indonesia
- Support continuous learning of Mitra Kunci staff on youth engagement
- Ensure effective relationship with pertinent project partners.
PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in education, economics, management, social development,
social politics, law, psychology, or related fields;
- At least 3 years of experience in a technical management role on a
donor-funded project. Experience with USAID preferred;
- Technical experience and knowledge of youth engagement in Indonesia.
Training experience and skills preferred;
- Demonstrates understanding about Gender and Social Inclusion.
- Demonstrates understanding in workforce development issues.
- Has proven experiences and good networking with youth
- Experiences with Government and Private Sector Engagement will be
advantage;
- Strong oral and written communication skills; good computer skills;
- Good team player;
TRAVEL
The position is based in Jakarta, with travel to project areas in East, Central
and West Java, government offices, network partners, forums, development
partners and donor agencies.
