Program Overview
The project intends to integrate development planning,financing, and licensing
in land-based sector and to assess the needs forcapacity building for the
integration at a sub-national (district) level inIndonesia. Actual practices
for planning, financing and licensing remainisolated, siloed processes at
different level government including those atdistrict level. This
disintegration is critical for impacts in addressingdevelopment and
sustainability in emerging jurisdictional initiatives at locallevel such as
green, conservation or sustainable districts. After declaringthemselves as
green, conservation, or sustainable jurisdictions, theseinitiatives need to
define sustainability issues and address these issues inways that are
integrating development planning, development financing, andlicensing.
WRI Indonesia will initiate and achieve intendedintegration through, among
others, workshop with local stakeholders aboutdevelopment planning, finance
(public, private, blended), licensing inland-based sector and about system
thinking and sustainability in restorationand conservation; training, series of
FGDs, and working together in modelbuilding and use; dialogue with local
leadership and key agencies; and needsassessment for capacity building of local
stakeholders. Two jurisdictions whichrespectively represents conservation and
restoration circumstances, that isSintang in West Kalimantan and Sorong Selatan
in West Papua, serve as thetarget districts of the project.
The anticipated outcomes of the project are threefold.First, increased ability
of district stakeholders in the public sector tounderstand linkages – such as
impacts, trade-offs, synergies – from aligningplanning for development,
financing for development, and licensing in land-basedsectors in achieving
sustainability vision of their jurisdiction. Second,initiated use of integrated
approach and tool to develop and assess districtdevelopment planning programs
and interventions, financing allocation, andlicensing decision. Third, improved
understanding about areas and needs forcapacity building required by district
stakeholders to be able to design andimplement integrated development planning,
financing and licensing.
Job Responsibilities

· Supporting otherresearch activities at selected districts in West
Kalimantan and West Papua,including but not limited to using system dynamics
approach that includesecondary data collection, identification of development
interventions,building policy scenarios, and research communication
· Writing andfinalizing research publications and knowledge products
· Assisting WRIIndonesia’s national and international teams for related
deliverables

JobQualifications
· Preferably Master’s degree in social science and sustainability
sciencewith minimum of a years' relevant work experience.
· Familiarity and experience with land-based sector particularly
forestry,peatland and plantation;
· High attentionto details and strong analytical skills
· Excellent writing skill
· Well organized and efficient
· Self-motivated and able to work both independently as well as part
ofteam;
· Flexible and highly responsible
· Stronginter-personal skills, good sense of humor, and able to work
with people from avariety of backgrounds
· Ability totravel when needed.
Periodof Work
26 October 2020 –25 September 2021 with possibility of extension according to
the project needs,performance evaluation, and budget availability
