Program Overview
The LowCarbon Development Initiative (LCDI) is a major undertaking by
Indonesia’sMinistry of Planning (BAPPENAS) aimed to mainstream principles of
sustainabledevelopment in policy making. It relies on the Strategic
EnvironmentalAssessment (SEA or KLHS), a methodological framework that pursues
a change ofparadigm away from an old unsustainable model of utilization of
naturalresources and of reliance on high carbon emission sources of energy; and
into anew sustainable model that preserves the country’s vast natural capital
base,while shifting towards renewable, low carbon sources of energy. The LCDI
policies now has beenincorporated in the National Medium Term Development Plan,
so called RPJMN2020-2024.
Theanalytical work of LCDI has offered insights not only on the actions for
movinginto a path of low carbon development, but also on the expected
co-benefitsderived from climate action. Results of the analysis show
unequivocal gains interms of value addition, employment, and welfare
indicators, associated with atransition to low carbon systems and a growth
model that preserves thecountry’s natural capital, including forests,
biodiversity and water resources.Moreover, such gains can be expected to occur
even in the short to medium term,in as much as actions identified under the
LCDI are applied efficiently andwith sufficient force and coherence, so that no
trade-offs are generallyexpected from embracing low carbon policies.
New Climate Economy (NCE) and WRI Indonesia withfunding support from the UKCCU
has been supporting BAPPENAS since2018 by providingexpertise in analytics,
engagement and communications on theeconomic-social-environmental nexus. The
project collaborates with a variety ofpartners in Indonesia as well as
internationally. The LCDI project isnow entering the new phase with the
objective to ensure the smooth implementation of LCDI in thefirst year of
RPJMN.
Lessonsand insights from LCDI must now be transmitted to and embraced by a
large groupof stakeholders at the international, national and sub-national
levels; so thatall actors are motivated to contribute to the LCDI agenda. This
is with theunderstanding that a successful transition to a low carbon
development paradigmrequires bold action not only from the national and
regional government, butalso from private sector and individuals across the
country.
To enhance visibility and acceptance of LCDI at high-level Governmentofficials
and partners, we are hiring Senior Stakeholder Engagement Lead forLCDI whom
will provide technical support in engagement activities, including togather
support from high-level prominent person and champions at internationaland
national level.
Job Responsibilities
In thisposition, the consultant will lead the engagement and outreach of LCDI
projectto the high-level Government officials, including to share research
andanalytical works of LCDI project. The consultant will work closely andliaise
directly with Director of Environment BAPPENAS, WRI’s Global andIndonesian
teams to pro-actively contribute with engagement activities,including
formulation of LCDI communication products for policymakers tosupport the
advancement of the climate policy agenda in Indonesia. Theconsultant will help
to grow and maintain WRI’s strategic partnerships tosupport a transition
towards low-carbon, more resilient economic systems. Theconsultant will work in
collaboration with other key team members from WRIIndonesia, other WRI global
and international offices, NCE and LCDISecretariat.
SeniorStakeholder Engagement Lead’s main areas of responsibility will include
thefollowing:
Engagement (70%)
· Lead and actively engage Government officialsat national and
sub-national level, donors and other partners to inform lowcarbon policies
generated from LCDI work
· Maintain good partnerships and relationshipswith BAPPENAS, line
ministries, local government, donor institutions and otherpartners by providing
regular updates about LCDI.
· Lead and participate in brainstormingactivities, calls,
videoconferences and meeting with BAPPENAS, line ministries,local government,
partners, donors and other stakeholders in order to advancework by WRI
Indonesia and NCE;
· Lead in developing strategies to engage highlevel champions including
LCDI Commissioners to communicate the findings of theresearch in a way that
inspires further actions with political decision makers
· Lead and facilitate WRI’s engagement withdonor and partners to inform
the results of LCDI research and insights.
· Participate and contribute to the modelingexercises and other sectoral
analyses that will be used as a tool, methods andresearch products based on
scientific research, to inform low carbon policiesin the country;
· Develop and execute strategies to engagepartners in mutually
beneficial relationships, including potential fundingopportunities and
impact-focused programming.
Research (10%)
· Contribute in identifying appropriatecandidates for experts, providing
review and inputs for the work of the expertsand ensure that the results of
research activities are align with the guidancefrom BAPPENAS, WRI and NCE.
· Contribute drafting terms of references,concept notes, presentations,
periodic reports and other documents for theadvancement of the research work as
well as for reporting to BAPPENAS and donoron results of WRI Indonesia and NCE
work on LCDI project;
· Contribute in the drafting of LCDI sectoralpolicy reports, policy
notes and technical documents summarizing outcomes fromresearch work on areas
of economic policy as related to climate andenvironmental sustainability issues;
· Contribute in the process of identification,organization and use of
social, economic, environment and climate related dataand other relevant
research information;
Communications andStewardship (10%)
· Represent WRI and/or LCDI Secretariat inrelevant local and
international fora and events where donor and partners areactively engaged.
This could include participation at the events where theLCDI will be showcased;
· Maintain regular personal and writtencommunications with Director of
Environment BAPPENAS, donors, and otherstakeholders;
· Ensure close coordination between WRI GlobalOffices, IOs, and
in-country partners to support execution of WRI’s strategy.
· Lead in delivering a high qualitycommunication related products
including op-eds, media engagements, blogs etc.
Contribute to institutional priorities,organizational capacity development, and
global network collaboration (10%)
· Strengthen collaboration and realizesynergies across all WRI programs
in the country.
Deliverables
1. Monthly consolidated report ondelivery and achievement and lessons
learned.
2. Strategic document on how to engage partnersin mutually beneficial
relationships, including potential funding opportunitiesand impact-focused
programming
3. Other communication andengagement products such as op-eds, blogs, policy
briefs, etc, on LCDI thatwill be determined further by BAPPENAS and WRI
Indonesia
4. A compilation of lessonslearned of LCDI engagement process that should be
submitted at the end of thecontract.
Job Qualifications
Required Qualifications:
· Master's degree in Environmental Sciences,Communication, or other
relevant Social Sciences. Good technical understandingof environment, climate
change and development policy issues at national andinternational level are
essential
· Minimum of 15 years of relevant experienceworking on climate and
development issues, within a bilateral or internationaldevelopment organization
or in a role fundraising from government agencies andfoundations. Having
experience working with Government institution such asBAPPENAS is an advantage.
· English fluency required; additional languageskills a plus
· Comfortable working in a fast-paced,deadline-oriented environment,
with a diverse staff, across multiple time zones
· Ability to take initiative, workindependently, and be flexible on
changing priorities
· Exceptional writing, proofreading, andpresentation skills. Publication
track record will be a plus
· Ability to travel across Indonesia andInternationally

Required Competencies
· Diplomacy: Strong interpersonal andcollaborative skills; a
demonstrated ability to diplomatically and effectivelyguide peers and directors
through strategy conception to concrete proposeddeliverables focused on impact

· Cross-cultural communication: Ability to represent ourprograms and
projects in a wide variety of international settings
· Management: Comfortable workingwith a number of development and

these effectively within WRI and topartners and funders
Period of Work
November 2020 – July 2021 (9months)
Terms of Payment
Daily-rateconsultant with maximum 162 working days for the whole contract
period or 18working days per month in average.
Must have authorizationto work in Indonesia to be eligible for this position.
Final candidates mightbe required to take a writing test and to produce two
writing samples whenneeded.
Consultant rate: Consultant rateis commensurate with experience and skills.
