Program Overview
Utilities, Cities, Corporations andIndustries around the world have issued
billions in green bonds to fundrenewables development. Green banks in North
America, Asia and Europe arebacking investments in distributed resources and
energy efficiency. Together,they can attract hundreds of billions in
institutional and financial marketmoney to fund investments in large-scale
renewables and public sectorinvestments in local distributed generation. They
can also work together to supportutility transitions away from high-cost legacy
generation to lower-cost"green" generation.
Indonesia, with its ambitiousstrategy to transition to 23% renewable energy in
the energy mix by 2025require massive capital by its utility, cities and
companies. In addition,progressive municipal/city leaders and corporate RE
targets have also lookedinto the opportunity to tap into green bond pool of
fund. Unfortunately, thusfar, only one state owned enterprise in Indonesia
managed to raise and tappedalmost 3 Trillion IDR of green bond internationally.
WRI Indonesia is currentlyworking on enabling private sectors, utilities and
cities across Indonesia todevelop fit for purpose green bond framework to tap
international green bondmarket.
As our Green Bond advisor, you willbe providing expertise, technical advisory
and guide a growing energy &climate team in aligning the narrative of financial
decision-making of ourstakeholders (utility, corporations, cities) with 1.5 Deg
climate temperaturegoals. As this concept cements itself as an enduring feature
of the financiallandscape, financial institutions will increasingly be expected
to acceleratethe decarbonization of their portfolios through rapidly scaling up
greeninvestment while also supporting the transition of carbon-intensive
industries,clients, and assets.
The Green Bond Advisor will focus onguiding analysts and senior analysts on a
wide range of activities, includingresearch, analysis, and writing in
developing green bond framework/strategy forthe main stakeholders. This will
include (for example): the green bondvaluation strategy, cost and benefit,
assessment readiness and portfoliostructuring. The Green Bond advisor will also
advise on the stakeholderengagement and management; supporting strategy
development; and planning andfacilitation of workshops and events. The Green
Bond advisor will also workclosely with WRI Indonesia Climate and Finance team
and Global Economics &Finance team based in Washington, DC.
The successful candidate for thisposition will have excellent financial
analytics capabilities and attention todetail, can do attitude and strong
interpersonal skills, as well as ability towork independently yet maintain a
good communication among the team.
Job Responsibilities
· Leadand advise in the development of all analytical products on green
financialinstruments and products for the main stakeholders
· Attimes, required to work at stakeholders’ sites in guiding the
development ofthe analytical products
· Designingappropriate financial instrument on the subject of renewable
energyinfrastructure, LULUCF carbon reduction strategy and others
· Supportingstakeholder outreach and engagement at a range of
institutions (includingfinancial institutions, companies, and non-governmental
organizations)
· Endto end facilitation to advise stakeholders on their bond issuance
includingfacilitating stakeholder’s discussion in rating/valuation agency and
prospectusroadshow
· Contributingideas to further our initiative's thought leadership in
this area as well asour strategy as we grow the initiative
Deliverables
1. Scoping of bond issuance potential for energyand carbon market for
selected stakeholders
2. Technical assistance and facilitation ondesigning and developing 2 (two)
green bond/municipal bond framework for keystakeholders
3. Technical assistance and facilitation on theissuance of 1 (one) green
bond/municipal bond at international market
4. Capacity building for green bond issuance
5. Stakeholder assessment and marketpreparedness analyses
6. Cost and benefit assessment
7. Access provision to green bond/carbon marketstakeholders
Job Qualifications
· Master and/or Doctoral Degree in EnergyFinance, Climate Finance,
Resource Management, Economics, Energy/ClimateEconomics, Finance is preferred
· Atleast 10-15 years’ full-time professional or academic experience in
relatedfield
· Experienceworking in the financial sector or involved in a research on
the financialsector
· Deepunderstanding of global bond market and carbon market and their
interrelationto developing country like Indonesia
· Experience with and/or knowledge of thefinancial system and
sustainable finance.
· Experience with and/or knowledge keytargeted sectors, including power
sector, transportation, manufacturing,textile, steel, garment, cement, and/or
aviation
· Experience planning or facilitatingevents and workshops, and strong
external engagement skills
· Excellent writing and verbalcommunication skills
· Strong background in research
· Ability to work both independently and asa highly collaborative team
player
· Willingness to dive into new areas ofwork and to learn new subject
matter
· Problem solver who is willing to developand share ideas internally and
externally
Period of Work
1 (one) year of initial contract withpossibility of extension upon successful
performance evaluation, budgetavailability, and project needs.
Terms of Payment
Daily rate consultant with maximum 8 (eight) workingdays per month
Musthave authorization to work in Indonesia to be eligible for this position.
Final candidates might be required totake a writing test and to produce two
writing samples when needed.
Consultant rate: Consultant rate is commensuratewith experience and skills.
