DAI is seeking a Chief of Party for the USAID Mitra Kunci Initiative (Mitra
Kunci). Mitra Kunci is a five-year project ( January 2017-January 2022)
currently in year four of implementation. Mitra Kunci intends for this
position to be filled by an Indonesian citizen and start in April 2020.
The project works to strengthen partnerships advancing a more robust and
dynamic workforce system in Indonesia, by developing and supporting
holistic and innovative solutions to the complex challenges that impede the
workforce system across Central Java, East Java, and West Java. Mitra
Kunci provides a limited set of scalable activities that can be leveraged
by private, public and CSO partners to improve the workforce system and
increase opportunities for new and better employment of poor and vulnerable
(P&V) youth, through technical assistance, capacity development, and
coordination. Specifically, Mitra Kunci aims to:
- Improve the organizational capacity of Indonesian Project Implementers
(PIs), or consortia of local partner organizations, to implement activities
appropriately and effectively manage U.S. projects and funds;
- Integrate Positive Youth Development (PYD) and Gender and Social
Inclusion (GESI) principles and practices into all programmatic areas;
- Engage the Government of Indonesia (GOI), private sector, higher
education institutions, to create a more inclusive and effective workforce
system leading to new and better employment for P&V youth.
The Chief of Party is responsible for the technical leadership management
of the Mitra Kunci initiative in Indonesia. He/She oversees the long-term
local staff and short-term experts in achieving project results. The Chief
of Party will guide the Mitra Kunci team in ensuring the grants under
contract (GUCs) are both compliant and programmatically sound. He/She will
effectively coordinate technical interventions across all PIs and
stakeholders. In all aspects, he/she will work closely with the Mitra Kunci
Indonesian staff to build their capacity to perform these functions. He/She
will work closely with USAID to ensure the project adheres to the contract
and USAID rules and regulations and is achieving its intended results.
*TASKS AND RESPONSIBILITES:*
The COP has three primary areas of tasks and responsibilities: technical
project management, project administration, and representation of DAI
Global, LLC.
*Technical Project Management*
- Responsible for overall project management, quality and timeliness of
deliverables, external representation.
- Serve as the principal point of contact with the USAID/Indonesia’s
Contracting Officer’s Task Order Representative (TOCOR) ensuring close
coordination with USAID/Indonesia.
- Provide overall technical and strategic management, guidance and
supervision to the project team, and ensure quality of work and compliance
with contractual obligations and results.
- Develop technical strategies and oversee the design and implementation
of technical assistance to the project implementers and partners.
- Provide strategic vision to Mitra Kunci staff and PIs to produce and
submit project deliverables in a timely manner (including all project
reports, annual workplan, and strategic plans for project deliverables) and
ensure quality of work and compliance with contractual obligations and
results.
- Oversee a project office in Jakarta, including recruitment and
retention of long-term project staff, and manage a network of qualified
professionals to serve as short term technical advisors.
- Responsible for the quality and performance of work that is
sub-contracted to other partners.
- Assist with the development PI grant proposals, work plans and budgets.
- Create scopes of work for short-term technical assistance and training
activities and obtain approval of USAID.
- Lead efforts to establish and maintain linkages with related projects
and other non-USAID/Indonesia stakeholders.
*Project Administration*
- Work closely with the project’s finance and administration staff and
oversee Mitra Kunci financial and administrative matters ensuring the
project complies with all USAID, Government of Indonesia, and DAI-specific
administrative and financial requirements, including VAT.
- Ensure the project is compliant with all contract requirements,
subcontractor obligations, rules and regulations of the funder, and DAI
policies and procedures (accuracy, comprehensiveness, and timeliness).
- Supervise preparation of monthly vouchers, fiscal planning, and
reporting and preparation of quarterly monitoring reports and annual
budgets.
- Monitor project budget against contract line items and obligated funds.
- Assist in evaluating project staff performance and recommend personnel
actions to the Financial and Administration Manager.
- Creates a positive collaborative work environment, actively manage
project personnel, and work with project staff to build their professional
knowledge and skills.
*DAI Global, LLC Representation*
- Act as the principal project representative on behalf of DAI to the
USG, GOI and non-government partners.
- Represent the project externally with other donors, government
officials and other stakeholders.
- Serve as a liaison between all local project partners and DAI/Bethesda.
- Bring any management or compliance risks or concerns to the attention
of DAI’s relevant home office department(s) in a timely manner.
- Create positive relationships with clients, other projects and COPs,
cooperating country officials, communities in which the project works and
between the project and home office.
- Through USAID/Indonesia, actively capture and share knowledge
generated by the project with other projects and agencies.
*REPORTING:*
The Chief of Party will report to the U.S.-based Project Team Director.
*LOCATION:*
The Chief of Party will be based in Jakarta, Indonesia, with field travel
to priority provinces in West Java, Central Java and East Java.
*QUALIFICATIONS:*
1. Master’s degree in international development, education, monitoring
and evaluation methodologies or a related field required and 10 years of
experience in skills training, private sector engagement or labor., or
bachelor’s degree in international development, education, monitoring
and evaluation methodologies or a related field and 13 years of experience
in skills training, private sector engagement or labor.
2. Minimum 10 years of experience required in the design, management and
implementation of international development projects.
3. Demonstrated experience required in building organizational capacity,
designing and conducting training.
4. Established relationship or previous collaboration experience with
Government of Indonesia and private sector, preferred.
5. Demonstrated experience required in leading teams and/or managing an
office with a diverse staff.
6. Excellent written and oral communication skills in English required.
7. Must be a citizen of Indonesia.
