USAID/INDONESIA ECONOMIC GROWTH SUPPORT ACTIVITY (EGSA)
PURPOSE
The Government of Indonesia is committed to strengthening thelocal government
system of the country which has been reiterated in differentpolicy documents.
After political and administrative decentralization, fiscaldecentralization may
effectively contribute to strengthening the localgovernment system in the
country. Strengthening local governance has been a keyfocus of not only the
government of Indonesia but also of differentdevelopment partners/agencies.
The objective of this consultancy is to support FiscalPolicy Agency (FPA) of
the Ministry of Finance (MOF) in conducting a study to reviewthe effectiveness
of the implementation of fiscal decentralization policy over thelast two
decades (2000 – 2020) and analyzing policy interventions for wideningfiscal
decentralization of local government.
BACKGROUND

Devtech isimplementing USAID funded Economic Growth Support Activity (EGSA) in
Indonesia.EGSA enables i) evidence-based decision making through ongoing
analysis linkingthe Indo-Pacific Strategy (IPS), Journey to Self-Reliance
(J2SR), andGovernment of Indonesia (GOI) priorities and potential
USAID/Indonesiaassistance under USAID/Indonesia’s next Country Development
CooperationStrategy (CDCS);(ii) increases and improves GOI technical capacity
in tax collection,public expenditure, and financial accountability; and (iii)
improvesbusiness enabling environment for foreign and domestic business
entities.
EGSA is seeking two qualified short terms technicalassistance (STTA) experts in
Fiscal Decentralization Policy to do a review ontwo decades of fiscal
decentralization policy and analysis on policyintervention for widening fiscal
decentralization for local government.
SERVICES PROVIDED
The consultantwill work closely with the EGSA and Ministry of Finance teams and
will undertakethe following tasks:
SeniorFiscal Decentralization Consultant (Team leader)
· Participatein planning meetings with EGSA team and FPA MOF Team
· Leadthe team to review existing laws, regulations, rules, functions of
the local governmentsystems in Indonesia, as well as other legal instruments
and documents, relatedto decentralization
· Leadthe team to review and analyze the two-decade of policy status
ofdecentralization (administrative, functional, fiscal decentralization) of
localgovernment along with examining effectiveness of the existing modalities
ofdecentralization
· Leadthe team to analyze the existing context and suggest policy
recommendations,implementation strategies, mechanism, and plan of action for
effective fiscaldecentralization in Indonesia
· Oversee and lead data collection through both primary research
andinterviews with stakeholders at Central, Provincial, and District
governmentlevel (if required travel)
· Write a report on the review of the implementation of two decades of
fiscaldecentralization in Indonesia, including providing concrete
policyrecommendations on improving fiscal decentralization and local
governmentfinance in Indonesia
Fiscal DecentralizationConsultant (Mid-level)
· Supportthe Team Leader to in planning meetings with EGSA team and FPA
MOF Team
· Supportthe Team Leader to review and analyze GOI policies (laws,
regulations, rules,functions of the local government systems in Indonesia as
well as other legalinstruments and documents) on fiscal decentralization
· Review and analyze the two-decade of policystatus of decentralization
(administrative, functional, fiscaldecentralization) of local government along
with examining the effectiveness of theexisting modalities of decentralization
· Analyze the existing context and suggest policyrecommendations,
implementation strategies, mechanism, and plan of action foreffective fiscal
decentralization in Indonesia
· Collect data through both primariesresearch and interviews with
stakeholders at Central, Provincial, and Districtgovernment-level (if required
travel)
· Write a report on review on implementation of two decades of
fiscaldecentralization in Indonesia, including concrete policy recommendations
for improvingfiscal decentralization and local government finance in Indonesia.
DELIVERABLES
· An inception report that incorporates appropriate methodologies to
conduct thestudy and work plan, initial findings of the status of two decades
offiscal decentralization
· Interim report thatincorporates the analysis of the effectiveness of
two-decade of fiscaldecentralization.
· The final report which includes analysis, findings, and
recommendations forimproving fiscal decentralization and local government
finance in Indonesia inline with best international practices, especially
lessons from countries withsimilar contexts.
· Presentation in the workshop
Alldeliverables must be prepared in USAID reporting format and must be
acceptableby USAID.
REQUIREMENTS
· Extensive experience in fiscal decentralizationin Indonesia
· Strong background in Public Financial Managementin Indonesia and strong
understanding in local government financial management
· Strong knowledge in regional economic
· Experienced in the development of analyticaltools and analysis
· Stronganalytical, reporting and writing abilities
· Excellent communications, facilitation, and presentationskills
· Fluency in English and BahasaIndonesia, both written and oral
QUALIFICATIONS
Senior Fiscal Decentralization Consultant (Team leader)
· Ph.D. or Master’s from nationally/internationallyrecognized university
in Public Administration, Public Policy, DevelopmentStudies, Political Science,
Economics, Governance or Social Science field
· At least 10 years’ experience of undertakingpolicy studies on
decentralization and local development at LG for candidatewith PhD degree, 12
years for the candidate with Master’s degree
· Priorwork experience with GOI national agency particularly MOF is
preferred.
Expert 2:
· Master’s degree from nationally/internationallyrecognized university in
Public Administration, Public Policy, DevelopmentStudies, Political Science,
Economics, Governance or Social Science field.
· At least 7 years’ experience of undertakingpolicy studies on
decentralization and local development at LG
· Priorwork experience with GOI national agency particularly MOF is
preferred.
LEVEL OF EFFORT
The level ofeffort is a total of 120 days (60 days/consultant) including travel
(ifrequired) from October 2020 – March 2021.
