1. BACKGROUND
Water.org is an international non-profit charitable organizationbased in the
US. It has field or countryoffices in 13 countries which includes Indonesia
and the Philippines. Water.org is focused on promoting wide accessto water and
sanitation services, especially toward poor households or Base ofPyramid (BoP)
households. Water.org works with partner organizations in variouscountries
including microfinance organizations and water utilities. The purposeis to help
these institutions promote water and sanitation loans or waterconnection
financing services (in the case of water utilities) to BoPhouseholds. As of
September 2018,Water.org has empowered more than 16 million people (include
586K people inIndonesia) through its major programs to gain access to clean
water andsanitation.
WaterConnect Indonesia. Since 2016, Water.org Indonesia has been working with
waterutilities (PDAMs) and wastewater utility (PD PAL) in Indonesia on
implementingWaterConnect program. Currently, Water.org hasestablished
cooperation with 30 PDAMs in Java Island and 1 PDPAL in DKI JakartaProvince to
offer water financing products to improve access to clean water tolow-income
communities. Throughout the past two years,the program has produced great
results and high demand to scale the programthrough an “adoption” approach.
2. SCOPE OF WORK
Water.org intends to engage consultant firms or groups of individuals with
previous experience of working with PDAMs. Previous experience of assessing
development work in the area of water and sanitation would be an advantage. The
selected consultant will be engaged to provide services on
- Mentoringin review and development of PDAM Standard
OperatingProcedures (SOP)
- Mentoringin review and development of PDAM Organization Structure and
Governance (SOTK)+ Job Description.
Assignment Summary
The Consultant will assisting Water.org Indonesia’s and PERPAMSI’s PDAMpartners
to mentoring in review anddevelopment of PDAM SOP and SOTK + JobDesc.There are
3 PDAMs which is
1. PDAM Districts of Karawang
2. PDAM Districts of Purwakarta
3. PDAM Bandung City
The scope of work for consultancy work are as follows:
1). Mentoring in Review and Development of PDAM SOP and SOTK (as
Regent/Mayorregulation) + JobDes (as Director Regulation).
2). Facilitating the improvement of existing SOPs and SOTK + JobDes
withparticipatory methods, through a series of Mentoring, Consultation,
andDiscussion.
3). Conduct workshops to agree on SOPs and SOTK + JobDes that will
becompiled/reviewed.
4). The scope of this SOP guideline includes:
· Types
· Format
· Documents
· Compilation
· Determination
· Monitoring and evaluation
5). Compiling the final report document

4. REQUEST FOR PROPOSAL
Water.orgaims to hire a Consultant to work with Water.org Indonesia to review
and development of PDAM SOP and SOTK + Job Des as described in the scope ofwork
outlined above. The proposal should include a technical and financialproposal
well as a project timeline, please refer to number 3 Timeline section for
additionalinformation. Applicants may be firms or groups of individuals with a
designatedteam lead. Applicants, at least Team Leader, must exhibit
thefollowing qualifications:
· Demonstrated experience with PDAM and familiarity with the PDAMbusiness
process.
· Demonstrate experience in design or review and development of SOP and
review and development of SOTK + JobDes for PDAMs.
5. BUDGET
The budget proposal must be submitted by the Consultant, and approvalof the
final budget is fixed and cannot be negotiated. All budgets will beprovided in
IDR. Budget notes areencouraged.
Examples are provided the attached budget template. Consultant mustprovide
budget information in the attached format, or with any other formatthat
specifies the details of the same. All components of the tax should beincluded
in the budget. The Consultant will be responsible for paying all thetaxes.

· First tranche - 40% of thecontract price – upon signing of the Contract
· Second tranche – 40% - upon draft reportpackage completion
· Third tranche – 20% - uponsubmission of the final reports
