*Scope of Work *
*MELA Specialist*
The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”)
is a five-year initiative implemented by DAI Global, LLC and its consortium
of partners – IntraHealth, Vital Strategies, and Market Share Associates.
USAID/Indonesia’s Jalin Project will support the Ministry of Health (MOH)
to achieve an accelerated reduction in maternal and newborn deaths – a
priority recently reconfirmed by the President of Indonesia. The maternal
and newborn mortality rates are among the highest in the region; are far
above Indonesia’s Sustainable Development Goals (SDG) targets; and have
stagnated in recent years. The overarching problem that Jalin strives to
resolve is that the quality of care accessible to mothers and newborns is
uneven across the country in both public and private facilities and at both
primary and secondary levels of care.
In June 2019, USAID issued a Request for Proposal to modify the USAID Jalin
Project’s total estimated cost and scope of work. This request resulted in
shifts to Jalin’s technical approach, focused on working towards two
results: 1) Improved maternal and newborn health (MNH) quality of care in
public and private, and primary and secondary facilities, at scale; and 2)
Improved efficiency and effectiveness of the emergency referral system at
community and facility levels, at scale.
Jalin’s revised Theory of Change is as follows: if we strengthen both the
use of evidence and reporting and accountability systems to inform targeted
'whole-of-market' responses relating to maternal and newborn deaths, AND IF
in particular, we strengthen public and private facilities to provide high
quality MNH services including identifying and treating obstetric and
newborn complications, THEN the emergency referral systems and the quality
of care for mothers and newborns will improve and the number of deaths will
drop.
*Purpose*
The MELA Unit has a wide scope and provides significant support to the
regional teams and technical team based in Jakarta. Supports the MELA
Director in the development and implementation of Jalin’s MELA plan and
will support in specific areas including reporting, developing M&E plans
for specific Jalin solutions, and data management.
*Tasks*
The MELA Specialist will conduct the following:
· Support the MELA Director and/or oversee the provision of M&E
services to the Ministry of Health. Services to be defined, but not limited
to: supporting the MOH to develop and roll out an M&E system for a
mentoring program; developing M&E frameworks for national policies, etc.
· Overseeing, and quality controling, the development of M&E plans,
and other documentation, for local solutions and other significant Jalin
activities.
· Support in the establishment and implementation of monitoring
systems to collect and collate information related to Jalin’s MELA plan
indicators (includes the development of tools, guidelines, delivering
training, MIS development, etc.);
· Support the MELA team in rolling out the USAID Jalin MELA plan e.g.
data collection, training, analysis, presentation.
· Support the development, quality control and preparation of reports
to USAID and MOH.
· Conduct rapid assessments/evaluations of USAID Jalin’s local
solutions; conducting and/ or overseeing independent reviews/evaluations of
Jalin activities where applicable.
· Supporting the promotion of Jalin as a learning organization and
the documentation and dissemination of lessons.
· Other duties as assigned by the MELA Director that are consistent
with the purpose of the work.
*Period of Performance*
Up to six months, between 1 April – 30 September 2020.
*LOE*
Up to 20 days per month
*Location*
This position is based in Jakarta. The MELA Specialist may occasionally
work remotely, subject to approval by his/ her Supervisor. Periodic visits
to Provinces where Jalin has a presence are expected.
*Deliverables*
Deliverables will include:
· Assessment/ evaluation reports and/ or briefs
· M&E Plans, tools – as required by MOH
· Outputs from the compilation and analysis of monitoring data
· Monthly status report on activity assignments
*Reporting*
The MELA Specialist will report to the MELA Director.
