*Background*
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the
largest regional section of UCLG, an amalgamation of International Union of
Local Authorities (IULA), United Towns Organization (UTO), and World
Association of the Major Metropolises (METROPOLIS). UCLG was established on
1 January 2004 and is headquartered in Barcelona, Spain. Following this
unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the
new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues
in the Asia-Pacific region. It promotes democratic local government,
supports cooperation between cities, local governments and their
associations, and facilitates programmes, network and partnerships to
develop the capacity of local governments and the associations. Moreover,
UCLG ASPAC represents local governments politically within the
international community, and with the United Nations and its agencies. It
also promotes inclusive societies which safeguard equality, social and
economic justice, and sustainable community development. UCLG ASPAC is
engaged in all relevant thematic fields for nurturing sustainable
development comprising local economic development, climate change, disaster
resiliency, culture, strategic planning, decentralization, municipal
finance, gender equality, women leadership and empowerment and good
governance.
LOCALISE SDGs Project, financially supported by the European Union and
implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local
Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia
for enhanced governance and more effective development policies and to
promote inclusive and sustainable local development through SDGs
attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14
municipalities) and 5 ALAs (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI).

With LOCALISE SDGs ending in June 2021, there is a need to conduct a final
monitoring and to do the program evaluation to measure the measure the
tangible outcomes of the project and capture lesson learned to benefit any
future initiatives.
*Objectives*
The evaluation aims to measure the tangible outcomes of the entire actions
of LOCALISE SDGs project, with the objectives:
1. To assess program achievement, to learn and document lesson learned
(include difficulties and obstacles encountered, and solutions applied) and
success stories from LOCALISE SDGs against the project objectives and
expected results;
2. To produce recommendations for various actors to carry out LOCALISE
SDGs project result beyond project period to increase the impact of the
action, to replicating good practices, and to improve the quality of any
future initiatives in the country, and
3. To share findings, information, outcomes, and impact of LOCALISE SDGs
to stakeholders in Indonesia and to the Asia Pacific level.
*Scope of Work/Key Duties*
Once selected, the consultant will be required to propose a revised and an
adjusted methodology for no more than 2 (two) months’ work period based on
the briefing with LOCALISE SDGs Team, with the agreed methodology to be
defined jointly by the consultant and LOCALISE SDGs team. The proposed
methodology should at least cover:
a. Types of methodology chosen and the rationale for the choice
considering the LOCALISE SDGs objectives and the current pandemic situation.
b. Data collection strategy: choice of respondents sample, types of
actors to be interviewed, and source of data required.
c. Methods of the data analysis
d. Planning of field mission (only if required)
The selected consultant will have access to LOCALISE SDGs programme
documents, terms of reference, activity reports, any data collected as part
of the regular monitoring and evaluation mechanism.
The scope of work for the evaluation would involve remote and/or on-site
consultations (depending on COVID restrictions), along with a desk research
to review various documents of LOCALISE SDGs and its partner’s: strategies,
proposals, reports, publications, IEC materials, evaluation, and other
relevant documents. The consultant may conduct FGDs, interviews, and other
appropriate data collection methods with all project partners and/or
beneficiaries representatives to identify lesson learned, outcomes, and
impact generated from LOCALISE SDGs.
The evaluation shall also include:
- Final project monitoring and analysis of the whole project
monitoring results as input for the evaluation.
- Interviews with some key UCLG ASPAC staff
- Semi-structured interviews with the target LAs and ALAs,
assisted by LOCALISE SDGs. This could be organised virtually.
- Key informant interviews with local government officials, target
ALAs staff and other SDGs stakeholders that has been involved in LOCALISE
SDGs activities.
- Document lessons learned and develop clear and actionable
recommendations for adoption and integration into any similar future SDGs
related projects within the region
- Regular check-in and debrief meetings with LOCALISE SDGs team.
In the absence of available data, the consultant should identify the means
and source of verification and recommend the follow up actions to be taken
by LOCALISE SDGs team.
Deliverables should be prepared mainly in English, with final report also
available in Bahasa Indonesia to ensure accessibility to Indonesian
stakeholders. Considering the ongoing pandemic risk, the consultant will
need to propose the most effective methodology that can be effectively
applied to gain information from the project stakeholders.
*Qualifications*
Requirements for the consultant (individual or institution):
v Have a university degree.
v Demonstrate a solid and diversified experience working in evaluating
program with duration of 2-5 years.
v Demonstrate ability to conduct various evaluation methods, either
qualitatively and/or quantitatively.
v Have a good understanding of and is an experienced practitioner in doing
Program Design, Monitoring, Evaluation, Accountability and Learning.
v Willing to and agree to follow the project timeline.
v Good understanding of the SDGs issues, local governments’ role in
localizing the SDGs and on SDGs attainment in Indonesia will be a plus.
v Excellent analytical skills and report writing skills and able to
prepare a clear, concise, and good quality report in English and Bahasa
Indonesia.
v Have good facilitation skills
*Deliverables*
1. Inception report detailing the agreed methodology.
2. Draft evaluation report (at least 20 pages), which include the
latest status of LOCALISE SDGs project implementation listing the status of
SDGs localisation and attainment of LOCALISE SDGs targeted LAs, along with
other key findings and recommendations that are Specific, Measurable,
Attainable, Relevant, and Time-Bound (SMART).
3. Presentation of key findings as part of the online learning review
for both internal and external project stakeholders.
4. Results achieved and lesson learned from LOCALISE SDGs
implementation are documented.
5. Final report of project monitoring and evaluation with lessons and
recommendations for improvement of future programming (at least 50 pages),
that already incorporating any feedback and revision
