*Background *
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the
largest regional section of UCLG, an amalgamation of International Union of
Local Authorities (IULA), United Towns Organization (UTO), and World
Association of the Major Metropolises (METROPOLIS). UCLG was established on
1 January 2004 and is headquartered in Barcelona, Spain. Following this
unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the
new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues
in the Asia-Pacific region. It promotes democratic local government,
supports cooperation between cities, local governments and their
associations, and facilitates programmes, network and partnerships to
develop the capacity of local governments and the associations. Moreover,
UCLG ASPAC represents local governments politically within the
international community, and with the United Nations and its agencies. It
also promotes inclusive societies which safeguard equality, social and
economic justice, and sustainable community development. UCLG ASPAC is
engaged in all relevant thematic fields for nurturing sustainable
development comprising local economic development, climate change, disaster
resiliency, culture, strategic planning, decentralization, municipal
finance, gender equality, women leadership and empowerment and good
governance.
LOCALISE SDGs Project, financially supported by the European Union and
implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local
Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia
for enhanced governance and more effective development policies and to
promote inclusive and sustainable local development through SDGs
attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14
municipalities) and 5 ALAs (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI).

https://localisesdgs-indonesia.org/. The coronavirus disease ;(COVID-19) has
shifted the focus of target LAs to respond, to recover and prevent against
the pandemic. From July to December 2020, LOCALISE SDGs focuses its
activities to increase awareness of the 30 LAs and 5 ALAs on relations
between SDGs and COVID-19, especially on financing SDGs under a New Normal:
challenges and response to COVID-19 pandemic, and strengthening their
capacities in handling COVID-19 and its impacts and “building back better.”
In response to the pandemic and to ensure the SDGs implementation at local
level, Ministry of Home Affairs (MOHA) has identified 52 short term SDGs
targets that need to be taken into consideration by the LAs as priorities
for the upcoming year planning initiative. As for the year 2021 government
plan, and in conjunction to the urgent SDGs targets need to be achieved in
the same year, the MOHA has issued Ministerial regulation No. 40 Year 2020
on The Guidelines on The Government Workplan of 2021 in attempting to keep
the SDGs attainment on track during the pandemic with some sensible
adjustment on the budget and programs. Following up the current challenges,
LOCALISE SDGs and MOHA agreed to establish partnership in promoting the
SDGs attainment during the pandemic. The initiative of partnership with
MOHA is the translation of COVID-19 response and SDGs attainment
programming altogether covering the activities of the development of
monitoring and evaluation tools for SDGs attainment in local level that
complies with the MOHA Regulation Number 7 Year 2018, production and design
of IEC materials and related publications, copyediting of the study report
and the KLHS and SDGs outreach covering LAs participating in 2020 local
election.
*Objectives *
- To facilitate the needs of the availability of monitoring and
evaluation tools for SDGs attainment
- To update and provide recommendation of the improved monitoring and
evaluation tools on the implementation of Permendagri SDGs
- To provide the monitoring and evaluation report to be the reference of
the LAs and ALAs on the development process of monitoring and evaluation
tools on SDGs attainment
*Scope of Work/Key Duties*
· Suggest the detailed timeline of the research activity
· Ensure the inclusion of at least following issues:
(a) Mapping of the current and available Monitoring and Evaluation Tools
towards the success of SDGs attainment in Indonesia to evaluate and to
provide feedbacks on the implementation of Permendagri SDGs.
(b) Mapping of Minimum Service Standard (SPM) and Local Development
indicators towards the SDGs indicators assigned in MOHAs Regulation 7 of
2018 and Metadata Indicator 2nd Edition released by Bappenas,
(c) Gap analysis of the available KLHS and adoption of SDGs indicators
integration into RPJMD of LOCALISE SDGs target LAs,
(d) Proposed tool and recommendations to address the gap and to accelerate
the SDGs localization strategies
(e) LAs and ALAs role on local development planning and SDGs attainment
Facilitate the online FGDs and other means of online data collection
· Develop the report under the consultation with LOCALISE SDGs team
through regular communication by email
· Attend briefing with LOCALISE SDGs team three times during the
research process (one day before signing contract, one month after contract
signing and two weeks before contract completion) and whenever is needed
· Generate a useful monitoring and evaluation tool and techniques for
the implementation of Permendagri SDGs, for the use of LAs and ALAs, that
will also benefit MOHA.
· Develop a monitoring and evaluation study report after the
completion of the study and deliver to UCLG ASPAC maximum one day before
the contract ends
UCLG ASPAC is inviting potential Consultants to provide the consultancy
services for the development of monitoring and evaluation tools on SDGs
attainment
The Consultant(s) will be hired for approximately 1,5 (One and a half)
months, starting Early February to Mid-March 2021. The Consultant can work
remotely and will directly report to LOCALISE SDGs Project Manager. The
online hosting service for FGD and data collection and technical
arrangement will be prepared by the Consultant him/herself.
*Qualifications*
v Minimum of bachelor’s degree in social sciences in the field of public
administration, political science, urban and development planning,
environment study and or other relevant studies
v Understand the SDGs issues, local governments’ role on SDGs attainment
and SDGs localisation in Indonesia
v Demonstrate experience working as a Consultant for at least three issues
in SDGs such as poverty reduction, gender equality and or education
betterment
v Demonstrate experience in developing Monitoring and Evaluation Tools
v Demonstrate experience of working with the government especially local
government and its associations, as well as demonstrate understanding of
local governments work pertaining to local development planning processes,
KLHS and SDGs integration to the RPJMD
v Have extensive experience in facilitating an FGD and other means of
online group discussion
v Demonstrate the experience of working in KLHS development is a desirable
asset
v Have basic IT skills and familiarity of using online discussion platform
