*Background*
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the
largest regional section of UCLG, an amalgamation of International Union of
Local Authorities (IULA), United Towns Organization (UTO), and World
Association of the Major Metropolises (METROPOLIS). UCLG was established on
1 January 2004 and is headquartered in Barcelona, Spain. Following this
unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the
new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues
in the Asia-Pacific region. It promotes democratic local government, support
s cooperation between cities, local governments and their associations, and
facilitates programmes, network and partnerships to develop the capacity of
local governments and the associations. Moreover, UCLG ASPAC represents
local governments politically within the international community, and with
the United Nations and its agencies. It also promotes inclusive societies
which safeguard equality, social and economic justice, and sustainable
community development. UCLG ASPAC is engaged in all relevant thematic
fields for nurturing sustainable development comprising local economic
development, climate change, disaster resiliency, culture, strategic
planning, decentralization, municipal finance, gender equality, women
leadership and empowerment and good governance.
LOCALISE SDGs Project, financially supported by the European Union and
implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local
Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia
for enhanced governance and more effective development policies and to
promote inclusive and sustainable local development through SDGs
attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14
municipalities) and 5 ALAs[1] <#_ftn1> (APEKSI, APKASI, APPSI, ADEKSI, and

The coronavirus disease (COVID-19) pandemic has shifted the focus of target
LAs to respond to, recover and prevent against the pandemic. From July to
December 2020, LOCALISE SDGs will focused its activities to increase
awareness of the 30 LAs and 5 ALAs on financing SDGs under a New Normal:
challenges and response to COVID-19 pandemic and strengthen their capacity
in handling COVID-19 and its impacts and “building back better” through
dissemination of cross sectoral research and policy recommendations, best
practices and Information, Education & Communication (IEC) materials. These
materials will be developed using various formats, such as print and
audiovisual materials.
To support the development of the aforementioned materials, especially the
publications, the project requires a visual designer to do a written
non-sworn translation from Indonesian to English, and vice versa.
*Scope of Work/Key Duties*
The visual designer who will support the cross sectoral research and policy
recommendations activities will work with text and images on printed pages
or screens, ensuring that these elements are balanced and readable. They
will need to carefully consider composition and page elements, including
font sizes, styling, and spacing and image size and position to create a
clear flow of information for the reader. The designer will create designs
using digital illustration, photo editing software, and layout software to
ensure a cohesive and aesthetically pleasing design for the needed
publications and Information, Education, and Communication (IEC) material
generated from the cross-sectoral research and policy recommendations. The
designer will also need to create:
- Visual elements such as logos, original images, and illustrations to
help deliver a message
- Design layouts, including a selection of colors, images, and typefaces
- Present design concepts
- Incorporate changes recommended by LOCALISE SDGs Team into final
designs
- Review designs for errors before printing or publishing them
The design generated by the visual designers will be used for printing the
publications, following approval from the LOCALISE SDGs Project Manager.
The designer will need to design and layout the:
1. Research report, statistics, infographics, and policy recommendations
of Cross-sectoral research and its synthesis. The research consists of five
topics; (1)Effective budget refocusing, reallocation, reprogramming, and
alternative financing, (2) Economic recovery for tourism sector, (3)
Addressing social impacts from the pandemic, (4)quality data
synchronization for social safety net, and (5) effective awareness-raising
policy of citizens on the COVID-19 pandemic.
2. Publications on the monitoring and evaluation tools,
The Consultant will be actively working with LOCALISE SDGs team to discuss
the assignment. The Consultant will work for about 2 (two) months from end
of October to December. The Consultant can work remotely, with regular
check-in to be carried out online with LOCALISE SDGs team.
*Qualifications:*
- At least a Bachelor’s degree in Graphic design or Visual Art.
- High level of familiarity with layout and image-editing software (e.g
Adobe InDesign and Adobe Photoshop).
- Demonstrated good Composition Skills to ensure that page elements are
balanced and work with one another to guide the reader
- Demonstrated good Typography Skills to effectively use font sizes and
styles to affect the way readers engage with information
- Demonstrated good Drawing and Drafting Skills to create a mockups and
layout on a computer to show the relative positions of page elements
- Demonstrated good Communication, Image and Text Editing skills – as
they will need to closely work with LOCALISE SDGs team members, target
ALAs, and the appointed consultants, and thus needed to effectively
communicate ideas, questions, and suggestions. They should also be able to
edit captions, adjust photos, or alter text to make these elements fit the
page, and able to effectively make changes to page content..
