*Background*
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the
largest regional section of UCLG, an amalgamation of International Union of
Local Authorities (IULA), United Towns Organization (UTO), and World
Association of the Major Metropolises (METROPOLIS). UCLG was established on
1 January 2004 and is headquartered in Barcelona, Spain. Following this
unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the
new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues
in the Asia-Pacific region. It promotes democratic local government, support
s cooperation between cities, local governments and their associations, and
facilitates programmes, network and partnerships to develop the capacity of
local governments and the associations. Moreover, UCLG ASPAC represents
local governments politically within the international community, and with
the United Nations and its agencies. It also promotes inclusive societies
which safeguard equality, social and economic justice, and sustainable
community development. UCLG ASPAC is engaged in all relevant thematic
fields for nurturing sustainable development comprising local economic
development, climate change, disaster resiliency, culture, strategic
planning, decentralization, municipal finance, gender equality, women
leadership and empowerment and good governance.
LOCALISE SDGs Project, financially supported by the European Union and
implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local
Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia
for enhanced governance and more effective development policies and to
promote inclusive and sustainable local development through SDGs
attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14
municipalities) and 5 ALAs[1] <#_ftn1> (APEKSI, APKASI, APPSI, ADEKSI, and

The coronavirus disease (COVID-19) pandemic has shifted the focus of target
LAs to respond to, recover and prevent against the pandemic. From July to
December 2020, LOCALISE SDGs will focused its activities to increase
awareness of the 30 LAs and 5 ALAs on financing SDGs under a New Normal:
challenges and response to COVID-19 pandemic and strengthen their capacity
in handling COVID-19 and its impacts and “building back better” through the
conduct of various types of knowledge sharing events, including webshares
or Diskusi Daring or match-making events.
As some of the resource persons/ speakers may include UCLG ASPAC members
and their network in the Asia Pacific, LOCALISE SDGs requires an
interpreter to ensure that messages in any foreign language that is
disseminated through online/off-line events, reach the Indonesian-speaking
audiences. The selected consultant is required to deliver a simultaneous
interpretation from any selected foreign language into Indonesian, and vice
versa.
*Scope of Work/Key Duties*
Provide quality simultaneous interpretation service from any selected
foreign language (English, Chinese/Mandarin) to Indonesian and vice versa
for events produced and held by LOCALISE SDGs.
The Consultant will work on a need basis, up to five times throughout
LOCALISE SDGs project duration. The Consultant can work remotely, with
briefings to be carried out online with LOCALISE SDGs team.
*Qualifications:*
v Demonstrate experience and ability to carry out quality simultaneous
translations with minimal assistance.
v Computer skills:
- Intermediate to advanced MS office skills in all basic Microsoft
Word programs and publication software*.*
- Able to use and operate online video conferences.
*Deliverables*
1. Interpreting services for offline/online events.
