Regional Financial Officer – Consultancy based
CNV Internationaal
Background
CNV Internationaal is an independent foundation. Inthe Netherlands, it is
affiliated to the National Confederation of ChristianTrade Unions (CNV).
Together with its partner organisations, CNV Internationaalprotects and
promotes workers' rights based on the principles of internationalsolidarity,
personal responsibility, social dialogue and pluralism. In theNetherlands, CNV
Internationaal contributes, working with the CNVconfederation, to improving
working conditions through lobbying, policyinfluencing and awareness building.
CNV International works on social dialogue, on the employability ofyoung people
and on labour rights in (international) production chains, and isactive in the
palm oil, sugar, mining, textiles and metal industries, amongothers. We are the
development organisation of the Dutch trade union CNV, andwe work closely with
international partner unions. We train colleagues fromabroad to become strong
negotiating partners in their own countries andstrengthen the voices of young
people and women. We do this by providingcourses, exchanging knowledge and
using our network. In addition, we worktogether with the Dutch government and
the Dutch business community in makingtheir international production chains
more sustainable, e.g. by providingadvice and laying down commitments for
international responsible businessconduct in voluntary IRBC agreements.
CNV Internationaal works with the Dutch Ministry of Foreign Affairs inthree
programmes:
· The Trade Union Co-Financing Program (TUCP).
· The Sustainable Textile Initiative: Together forChange (STITCH), that
strives to improve working conditions intextile production.
In addition, some of our projects are financed fromfunds negotiated in Dutch
collective labour agreements (the IC-CAO projects)and from the FVO Responsible
Business Fund. Also, a large group of individualscontribute donations to the
work of CNV Internationaal.
In Asia, for the period 2021 – 2025 CNV Internationaaloperates in 3 countries,
namely Indonesia, Cambodia and Vietnam. CNVInternationaal focuses on the 2
programmes funded by the Dutch Ministry ofForeign Affairs above.
CNV Internationaal is aware of the importance offinancial management in the
project management cycle, and therefore intends tostrengthen this aspect in the
operation, especially in Indonesia. We are now lookingfor a financial
consultant for this purpose.
Objective
The main objective of the financial consultant is to oversee the grants of CNV
Internationaal as well asother funds of CNV Internationaal’s activities on
regional and country level.
Roles & Responsibilities
1. Assessing andsupporting financial management of partners to guarantee that
they havecapacity to manage our grants in compliance with CNV Internationaal’s
policiesand standards; this could include providing and supporting financial
trainings forpartners and staff and developing and upgrading financial tools
2. Ensure thattimelines are met for submission of financial reports and input
to theaccountant;
3. Follow-up on theprogress on findings from accountant with the implementing
partners;
4. Reviewing budgetsproposed by partners and staff;
5. Monitoringpartners’ spending and overall spending of the different
programmes quarterly;
6. Coordination with andprovide advice to regional and national consultants
and CNV Internationaal inthe Netherlands with regard to financial matters;
7. Provide support to CNV Internationaal’s Asia team inmonitoring of budgets
for different programs at regional and country level, aswell as budgeting for
new programs
8. Coordinating annualinterim and final audit;
9. Supporting regionaland national consultants in implementing activities.
Deliverables
On regular basis, the financial consultant is expected to deliver atleast:
1. Analyse regularfinancial report from the partners
2. Follow-up report onfindings from accountant
3. Annual and interimaudit reports of the partners
In addition to these regular deliverables, the financial consultant isalso
expected to deliver outputs related to the financial annual work plan
Your profile
- At least Bachelor’s degree in economics or relevanteducational background
- At least 7 years of experience in non-profitfinancial management and
projects, preferably in non-profit internationalentities (NGOs, donors, UN
Agencies);
- Speaks and writes fluent English;
- Have basic information on financial regulationsrelated to non-profit
projects in the countries where CNVI operates (includingtax issues, grant
policies, etc.)
- Familiar with financial report system, such as Sango,Quickbook, Zahir,
others
Time frame
The assignment starts assoon as possible. And the consultant is expected to
work 2 days a week.
