Job Title : Team Leader for 3S Approach to Build Coastal City Resilience to
Climate Change Impacts and Natural Disasters in Pekalongan City, Central Java
Province
Duration of Contract : 3 years (Maret 2021 – February 2023)
Direct Supervisor : Project Team Leader
II. Project Context
The coastline area northern of Central Java (Pantura) is severely affected by
climate change. An area covering of 3 Regencies comprising of Pekalongan,
Batang, Demak and 2 municipalities of Pekalongan City and Semarang City are the
area where the impact of climate change in the form of sea level rise are
visible.
The coastal sub-districts of the municipality of Pekalongan are one of the most
affected by climate change impact, which destroyes not only the livelihood
source of the affected community but also the social-cultural aspects of the
city. Tidal flood and permanently deepening inundation of the coastal
settlement areas of Pekalongan City makes it difficult for the coastal
community there to organise or generate alternative livelihood, such as fish
ponds. Lost of livelihood source force the men to seek for other income
alternative, while women are burdened both with domestic activities and income
generating activity to support the households. This thus increases women
vulnerability caused by the double responsibility they have to carry over their
shoulders.
At community level in the affected kelurahan, concerns about health issues
arise caused by inundation that also affects houses, leading to destruction of
the individual sanitation system. Waterborn disease has been identified
infecting the population in the affected areas. Since the occurrence of
frequent tidal flooding and inundation covers a vast areas of coastal
settlement, individual support to improve sanitation condition of the community
is almost impossible. Urgent collective solution is one option to rapidly
overcome the issue.
In partnership the municipality of Pekalongan, Kemitraan has develop a project
to increase the resilience and improve the adaptation capacity of Pekalongan
City’s community to climate change impact. This project is funded by the
Adaptation Fund (AF) under the oversight of its Designated Authority, the
Ministry of Environment and Forestry (KLHK). The activities under this
3-year-project range from strengthening coastal protection, improvement of
community’s sanitation, promotion of alternative livelihood to improvement
of the city’s climate change adaptation policy implementation.
The implementation of the project and its component will be carried out through
a Project Management Team that is led by a Team Leader. Leading the field
Project Management Unit and under the guidance and direct supervision of the
Grant Management Unit, Program Director for Sustainable Development Strategic
(SDS), and a Steering Committee, the Team Leader will be responsible for the
management of all project related activities in the context of climate change
adaptation in Pekalongan City. The Team Leader will also supervise the Project
Officer in the coordination of the overall project planning, implementation,
monitoring of progress. Assisted by the Project Officer, the Team Leader is
also responsible for flawless communication with all related stakeholder not
only in Pekalongan City, but also at provincial and national levels.
In the context of project management, Team Leader will work closely with the
Grant Management Team, Monitoring, Evaluation and Learning Manager, Monitoring,
Evaluation and Learning Officer, Field Officers, Community Facilitators, Admin
& Procurement Officer, Finance & Grant Officers, Finance & Administration
Assistants, Municipal Government of Pekalongan City, local CSO/Partners, Pool
of Experts, and other staffs within Kemitraan’s Programme Directorate and
related staff at Kemitraan’s office.
III. Functions / Key Results Expected
- Ensuring implementation of project strategic direction and operation:
- Design and formulation of implementation and intervention strategy
focusing on quantity and quality outputs
- Effective project management and implementation
- Maintain coordination and develop strategic partnerships and networking
with related stakeholders
IV. Impact of Results
The key results have an impact on the successful and timely implementation of
activities with designated project documents. In particular, the key results
have an achievement on the project quality, project implementation
appropriateness and project reporting and management oversight with regard to
programme of cluster.

VI. Recruitment Qualifications
Education :
Minimum a Bachelor degree, preferable Master Degree in a related
field to environmental engineering, coastal environment, mangrove ecosystem,
knowledge in coastal and riparian infrastructure and construction engineering,
climate change and development issues in general; clear commitment to the
governance reform
Experience:
Min 8 years of relevant experience in project planning, implementing,
monitoring and management; experience and skill in facilitation
multi-stakeholder forum and involvement of stakeholders such as key government
agencies, CSOs, and community leaders; having knowledge and experience in
implementing coastal construction projects; experience in working with
international institutions is a plus.
