Consultant Gender Mainstreaming
1. Introduction
NLR is an international Non-Governmental Organization that has been one of the
major change-makers in the fight against leprosy in the past 50 years. NLR is
working globally through various NLR Alliance members with governments,
non-governmental organizations, research institutions, and Disabled People’s
Organizations promoting access and quality of services through training, expert
advice, research, and innovation.
NLR is a global forerunner in the fight for a leprosy-free world, promotes and
supports the prevention and treatment of leprosy, prevention of disabilities,
social inclusion and stigma reduction of people affected by leprosy. NLR
conducts ground-breaking scientific research and pilot innovations. NLR
advocates and partners with others to take innovations to scale. NLR supports
health systems with advice and capacity strengthening. In the fight against
leprosy, NLR has initiated four priority programmes to direct their work which
are towards stopping transmission of Leprosy, combined approaches to prevention
and management of disability, disability-inclusive development, and reduction
of stigma and discrimination. These are in line with the Global Leprosy
Strategy of the World Health Organization and the Triple Zero campaign of the
International Federation of Anti-Leprosy Associations. They also contribute
towards achieving the Sustainable Development Goals of the United Nations.
NLR alliance, an association of six foundations sharing a common vision of zero
leprosy worldwide has priority programmes, research projects and pilots across
five countries and has offices in Indonesia, the Netherlands, India, Nepal,
Brazil and Mozambique. Since NLR believes that leprosy can be eradicated, it
has added a new tagline under its logo: until No Leprosy Remains. That’s our
ultimate goal!
NLR is committed to a rights-based approach in all its interventions. Gender
equality is a fundamental human right and mandatory to achieve SDGs by 2030.
On the Progress Towards SDGs 2019, it was reported that insufficient progress
on structural issues at the root of gender inequality, such as legal
discrimination, unfair social norms and attitudes, decision-making on sexual
and reproductive issues and low levels of political participation, are
undermining the ability to achieve Sustainable Development Goal 5. Without
changing rigid gender norms that reproduce and maintain the patriarchal system
it cannot be expected that attitudes, practices and institutions that
negatively impact on women, girls as well as men and boys will improve.
Several studies related to the gender equality in health programs reveal that
without mainstreaming gender perspective, it might lead to the gender
insensitivity of programs that can inhibit the beneficiaries to access
professional help. That is why the achievement of equality between women and
men as partners and beneficiaries of development, human rights, humanitarian
action is important. These promises on gender equality and gender mainstreaming
should translate into action throughout our work portfolio.
We believe that incorporating actions towards gender equality into our projects
can maximize benefits for both women and men, as well as increase the
effectiveness and sustainability of our work on zero leprosy, zero
discrimination and zero disabilities. Actively questioning sometimes harmful
gender norms and power dynamics and changing these norms and dynamics where
they hamper inclusion of Persons Affected by Leprosy or Persons with
Disabilities can benefit the achievement of the formulated outcomes.
Notwithstanding the strong commitment, there is a lack of adequate capacity of
NLR’s staff in gender mainstreaming and ensuring gender equality in programmes
development. Therefor NLR is looking for a consultant to guide staff to develop
a gender mainstream strategy and strengthen capacity of staff on how to
incorporate gender equality in our work.
Programs currently implemented are listed below. Each program may consist of
several projects:
Program Stop Transmission of Leprosy: consists of several projects aimed at
stopping the transmission of leprosy by providing capacity building on post
exposure prophylaxis, capacity support for district and provincial health
offices.
Program Combined approach for Prevention of disability aims to prevent
disabilities because of leprosy or other neglected tropical diseases.
Program Inclusive Development for Disability due to Leprosy: aims to improve
the quality of life of persons (including children, youth and families) who
have had Leprosy and other persons with disabilities through mainstreaming DID
(Disability Inclusive Development) into the activities of partners;
implementing community-friendly disability and leprosy models and ensuring
accessibility (physical and non-physical) to leprosy.
Mainstreaming approaches Reduction of Stigma and Discrimination: aims to
eliminate stigma that become the main challenge mentioned by people who have
experienced leprosy. Discrimination and attitude barriers are often referred to
as the number one barrier to involving people affected by leprosy and other
persons with disabilities and are a key topic in the UN CRPD.
2. Objective
The overarching goal of organizing this capacity building on gender
mainstreaming is to ensure that program staff has the necessary skills and
tools to increase their efforts on gender mainstreaming in all programs and
thereby contribute significantly to Gender equality in the country Program
Development.
Two main objectives are to:
1. Strengthen program staff’s awareness on the gender mainstreaming.
2. Strengthen program staff’s practical skills on how to apply gender
mainstreaming and gender equality in planning and monitoring of our programs.
3. Tasks to be performed
1. Conduct rapid pre‐ assessment of staff members to obtain knowledge on the
current practices.
2. Design an outline for practical and easy to use gender mainstreaming
tools in English/Indonesian, for staff, partners and other relevant
stakeholders.
3. Develop draft outline of capacity building workshop
4. Discuss and finalize programme with management team
5. Conduct 2‐day training for all program staff.
6. Conduct post assessment at the end of the training and submit a report of
the training
4. Tangible outputs
Below is a description of outputs to be achieved by the Consultant for this
assignment and a list of deliverables.
a. Inception Report – Analysis of existing situation based on rapid
assessment and plan of work for the assignment; no later than one week after
the commencement of the consultancy. The inception report will include a draft
outline of the final report.
b. Training outline and gender mainstreaming tools – Agreed design of
draft detail practical tools and draft detailed training outline; no later than
1 week after the approval of the inception report.
c. Conduct training – Conduct a two-day workshop to create gender
quality awareness and introduce the gender mainstreaming tools, no later than
two weeks after commencement of the assignment. Date to be set in agreement
with the team.
d. Final Report - Short description of process and achievements
including problems encountered and recommendations; The report shall not be
more than 20 pages (without appendixes) and written in English/Indonesian.
e. The final report is submitted within 1 month of receiving comments
on the draft final report from the Management Team.
5. Methodology
a. The consultant will have a joint briefing meeting with the Country
Director and members of the Management team. The purpose of this meeting is to
discuss and clarify expectations on the expected outcome and deliverables of
the assignment;
b. The consultant will prepare a work plan at the beginning of the
assignment, with clear timelines and milestones to ensure that the assignment
will be completed on time, to be included in the inception report.
c. The consultant will conduct rapid assessment in the organization.
d. The consultant will develop a practical gender mainstreaming tool
e. Consultant will conduct a training to increase understanding on
gender equality and how to mainstream gender issues in our work, including the
utilization of gender mainstreaming tool in our work to ensure proper gender
mainstreaming
f. Consultant will document the process and write a final report in
English.
g. Required Expertise of the consultant
Minimum of Five years of experience in programme management of gender equality,
gender mainstreaming or women empowerment, policies/ projects/programmes;
knowledge of gender equality at the institutional level.
b. At least five years of experience in planning, design, preparation and
delivery of gender equality strategies, preferably for UN Agencies.
c. Experience with UN policies, programs, frameworks and structures,
particularly those related to gender equality, both in programme and
operations.
h. Resources / budget (if available)
This section requests the consultant(s) to provide information on the proposed
budget and other resources needed.
i. Remuneration and Terms of Payment
The Consultant will receive a consultancy fee to be paid in the following
installments:
The first installment in the amount of 20% of the consultancy fee shall be paid
upon submission and approval by NLR of inception report,
The second installment in the amount of 20% of the consultancy fee shall be
paid upon submission and approval by NLR of gender mainstreaming tools and
training outline,
The third installment in the amount of 30% of the total fee shall be paid upon
delivery of the training,
The fourth installment in the amount of 30% of the total fee shall be paid upon
submission and approval by NLR of Final Report.
j. How to Apply

suggestions as well as suitability and availability and budget requested.
b. Portfolio indicating previous similar experiences and a list of
these consultancies conducted.
