HBCC Project for Jakarta and West Java
Scope of Work
1. DESCRIPTION / BACKGROUND OF PROGRAM
SC Indonesia continue to deliver high quality program and reach that are
impacting communities, including in the current pandemic situation of COVID-19.
Therefore, SC will invest on carry out preparedness activities, initial
response and eventually larger scale response to support government effort to
mitigate risks and impact of COVID-19 pandemic and at the same time partnering
with local organization and engaging communities/schools optimally. This
programme aims top revent spread of COVID-19 among children, caregivers, their
families, and the wider communities and to build resilience against future
outbreaks. SC Indonesia will uphold critical implementation strategies to
ensure high participation, increase community empowerment and build on local
capacity to secure ownership to response activities. Furthermore, with existing
Save the Children’s tools and guidelines, we will ensure that the activities
are contributing to the gender equality in the long term, and engaging the most
vulnerable populations (e.g., marginalized group, people with disabilities,
people live in slum and highly populated areas, etc.) as active citizens.
HBCC Project aims to complete several activities during July – December 2020,
such as organizing inline training/meeting, coordinating school kits/family
kit/HBCC material distribution, facilitating SOP/school protocol development.
To complete these activities, we need to hire individual consultant to support
program activities in Jakarta and West Java. This position will work in
coordination with HBCC Team in each Jakarta and West Java. S/he will be
responsible for technical activities related to programmatic implementation,
and ensure that all activities are implemented and outcomes are assessed. S/he
will reports to the HBCC Coordinator, and be supported by HBCC/WASH TA, MEAL,
finance, administration and logistic team in Jakarta and West Java Office.
2. OBJECTIVES OF CONSULTANCY
The Technical Support staff will be required to work under HBCC Program
Coordinator to: a) support school and community to develop/adapts SOP/protocol
relating to Covid-19 in educational and daily life sector; b) organize online
learning/meeting/coordination/campaign programs in the community/school’s
level; c) conduct and facilitate preparation of campaigns for education sector
and community; d) provide technical support to schools/family/stakeholders in
preparing back to school procedure (transition phase) and new normal
adaptation, and hygiene behavior change implementation; and e) in collaboration
with related stakeholders to conduct advocacy and campaign on hygiene behavior
change such as HWWS and anti-stigma. The consultants will work in areas of
Jakarta (2 Technical Support staff), and West Java (2 Technical Support staff),
with 20 schools and several health center for each Province.
3. THE TECHNICAL SUPPORT STAFF HAS AGREED TO:
a) Working under Project Coordinator supervision to assist HBCC
accomplished works based on DIP, with detail as listed below:
Objective 1: Strengthened capacity to minimize and prevent transmission of
COVID-19 and reduce stigmatization:
* Develop COVID-19 prevention joint dissemination plan with community,
local government, including facilitate joint dissemination
* Assist Project Coordinator to conduct virtual townhall meeting where
girls and boys, female and male teachers, parents and other community members
can speak to relevant local government about the problems they face and their
feelings they have in facing COVID-19 outbreak in their area. This is also a
platform where local government can promote their COVID-19 measures and get
feedback from the children and communities
* Assist Project Coordinator to conduct webinar training for girls and
boys, female and male teachers, parents, and other community members on
Covid-19 prevention and stigma reduction, positive parenting/positive teaching,
psychosocial support, especially for our assisted schools and communities, in
collaboration with District Health Offices, District Education Offices,
District Women Empowerment and Child Protection Offices, local progressive
religious leaders or customary leaders
* Conduct school assessment
Objective 2: Improved access to personal hygiene materials (e.g.soap) for
girls, boys, men, and women to support sustained adoption of promoted
behaviours:
Make sure the following activities are completed:
* Distribution of Covid-19 Family kits, Personal Hygiene Kits and PPE
(Personal Protective Equipment) into communities via health facilities and
schools for health/hygiene workers, children, caregivers and families
* Establish, restore, or repair hand washing stations in both community
(critical community centers)and school’s level, and water supply mechanisms
where relevant, making sure that the facilities are safely accessible for
girls, boys, women, children with disabilities and other vulnerable groups
* Emergency water trucking supply to healthcare and treatment centers in
places with critical shortage (if needed)
* Installation of water storage tanks and/or facilities making sure that
the facilities are safely accessible for girls, boys, women, children with
disabilities and other vulnerable groups to allow hand washing practices in
vulnerable communities.
Objective 3: Improved capacity of Save the Children humanitarian and field
teams to deliver effective hand washing with soap (HWWS) programming in
affected geographies:
* Assist Project Coordinator and Specialist to conduct virtual Training
of Trainings/cascade training on Mum’s Magic Hands and School of Five for SC
staffs (particularly field team); local authorities and other relevant
stakeholders
Objective 4: Support safe return to schools and community life:
* Support District Education Offices on development and dissemination of
protocol for Physical Safety of Students for safe return to school
* Support assisted schools in preparing girls and boys to return to
school in the coming months.
* Support School to continue promoting the hand washing routine practice
with soap (CTPS campaign) and other Health and Hygiene Behaviours (PHBS
campaign), after school resume, including supporting WASH in schools (WinS) and
ensure decent clean and separated toilet for boys and girls.
* Facilitate the establishment of School Covid-19 Safety Committee to
support community-based mechanism for (re)enrolment of girls and boys in
schools, with specific focus on vulnerable children.
* Build capacity of female and male teachers and student’s parents to
support girls and boys who face challenges to return to schools and prevent the
negative attitudes/ stigma/bullying to infected children
* Assist the Project Coordinator to conduct Cash Transfer Program for
female and male parents cleaning the schools/contribution in continuation
learning from home and supporting the student’s family on personal hygiene
access
b) Attend the regular coordination meeting with HBCC team
c) Develop monthly report
4. DELIVERABLES
* Monthly report which consist with attachment of meeting/training/workshop
report, good’s distribution report, and/or advocacy report (if any)
* Soft copy protocol/SOP for Physical Safety of Students for safe return to
school at district educational offices and schools
* Deliver of project activity’s plan as agreed which has been reported into
monthly report including photos
5. TECHNICAL SUPPORT STAFF CRITERIAS
To come up with those working scope, selected consultant should at least meet
this following qualification:
* Has experiences working in project implementation and/or emergency
responses: facilitate the coordination, meeting/training and distribute
materials/aids.
* Has Knowledge on WASH (Water and Sanitation Hygiene) /IPC (Infection
Prevention and Control)/education in emergency.
* Basic knowledge and experience administration, logistic and finance
affairs.
* Fair understanding of children’s issues in Indonesian context and child
right based program.
* Good communication skills both verbal and written in Bahasa Indonesia and
English.
* Ability for problem solving, show initiative and work independently.
* Ability to response to requests, queries in timely manner
* Builds and maintains effective relationships, with their team, colleagues
and external partners.
* Proven ICT skills of Microsoft program (Excel, Word Excel and PowerPoint)
and internet.
* Preferable come from the same areas where the project/responses executed
(ie, North Jakarta and West Bandung District)
* Preferably has worked with Yayasan Sayangi Tunas Cilik or familiar with
Yayasan Sayangi Tunas Cilik administration procedures and mechanism will be
advantages.
6. TIME FRAME:
The consultancy work will last from August- December 2020 (during 4 months)
