The Deutsche Gesellschaft für InternationaleZusammenarbeit (GIZ) GmbH is an
international cooperation enterprise forsustainable development with worldwide
operations. Its corporate objective isto improve people’s living conditions on
a sustainable basis. GIZ has beenworking in Indonesia since 1975 on behalf of
the German Federal Ministry forEconomic Cooperation and Development (BMZ).
The project ‘"Emissions reduction in citiesthrough improved waste management
(DKTI)" has been commissioned by theGerman Federal Ministry for Economic
Cooperation and Development (BMZ) with animplementation period until July 2023.
This project would respond to theproblem faced by Indonesia concerning waste
management and tackling greenhousegas emission. With its large population
(around 270 million people), Indonesiais one of largest emitters of greenhouse
gas in the world, with unmanaged wastecontributes for over 6% of total GHG
emissions. In the world, Indonesia ranks6th in terms of GHG emission from
waste. The main reasons are the dumping ofuntreated organic waste in landfills,
open burning of waste, poor segregationand recycling rates.
The project aims to support the implementation ofsuitable waste management
systems by improving required conditions in the nationaland municipal levels.
Thus, the project works with 3 outputs working inmunicipalities/cities level
and national level. The outputs representimprovement of technical know-how in
value chain of waste management,improvement of waste and greenhouse gas (GHG)
emission data, and enablingfinancing of improved waste management.
To support this project, GIZ is currently recruitingone (1) Indonesian
candidate for the following position:
Advisoron Waste Management
- Responsibilities
Theadvisor is responsible for:
- perform as the focal point coordination for output related to linkage
between the reduction of greenhouse gas emissions and waste management
- provide review and backstopping to concepts onimprovement of waste
management system and related policy briefs andinitiatives
- provide advisory on waste management and lowcarbon development policy
- coordinate the working area on improvement ofreporting and monitoring
procedures related to solid waste data
- ensure the synergy and coordination processamong related actors on waste
management and climate policy in national andsubnational level
- support the development of a tool box for theselection, adaptation and
application of instruments for the improvement of thesolid waste management
chain, including suitable operator models for cities andmunicipalities
- implementdaily operational aspects of all issues to waste management
within the projectframework
- maintainof a good flow of communication and information between all
involved institutions,counterparts and GIZ
- Tasks
- Professional advisory services
- assist a well-coordinated planning and implementation of output related to
linkage between the reduction of greenhouse gas emissions and waste management
in close consultation with the Bappenas as the project partner and/or other
implementing partners in Indonesia
- prepare and implement the coordination process of joint project activities
at national and sub-national level
- work closely with project partners in designing effective mechanism to
implement reporting and monitoring procedures related to solid waste data in
the national and sub-national level
- deal with the design, preparation and implementation of workshops,
seminars and other activities on improvement of waste management system
- formulates terms of reference, select and supervision of external support
(consultants) assignments to act as trainers/experts for selected research
studies, workshop and/or training events
- provision of inputs/review & backstopping of policy papers and research
studies developed in the frame of project context
- organising quality assurance process for research studies on solid waste
management and the link to reduction of greenhouse gas emission
- monitors the development and implementation of plans and activities in
close consultation with counterparts as well as identifies bottlenecks and
recommends alternative management options to the manager
- Networking and cooperation
- Liaises closely with secretariat of Low Carbon Development Indonesia in
the implementation of the activities
- ensures cooperation, regular contact and dialogue with partners, relevant
organisations, non-governmental agencies and individuals in the project and
with other projects to improve and maintain good working relationships
- communicates local interests and efforts, forwards these and encourages
sharing ideas and information for the benefit of the project
- communicates regularly with other GIZ projects on specified topic(s)
related with waste management and climate policy
- Knowledge management
- compiles information related with waste management and climate policy and
ensures knowledge transfers
- develops ready-to-use strategies and technical concepts, including
guidelines, manuals and procedures
- draws up reports and presentation documents related with working areas
under his/her responsibilities
- formulates appropriate input for project reports
4. Coordination tasks
- assists with general project planning and develops project concepts
including preparation, organisation and moderation of planning exercises and
their implementation, management, monitoring, quality management, evaluation,
communication and documentation
- coordinates relevant project activities at local level in consultation
with the manager and in cooperation with the partners, both as regards
implementation and preparing organisational aspects
- compiles the relevant information for joint activities and assignments
- uses GIZ’s Capacity Works to manage the projects

- Required qualifications, competences and experience
Qualifications
- Masters/MSc/similardegree education in Engineering (Environmental
Engineering, Civil Engineering,Chemical Engineering), Environmental Science or
similar studies focusing onwaste management and climate change
Professionalexperience
- Minimum of 8 years professional experiencerelated with waste management
and/or climate change
- Knowledge on waste management and internationalclimate policy framework
- Experience in cooperation with the public andprivate sector
- Networks into both public and private sectors inIndonesia regarding waste
management, recycling and climate change issues
- Experience in international cooperation and/orGerman cooperation
- xperience in developing and facilitatingcapacity development programs,
tools and training modules, ideally linked tothe waste management and/or
climate change topic (mitigation)
Other knowledge,additional competences
- verygood working knowledge of ICT technologies (related software,phone,
fax, email, the internet) and computer applications (e.g. MS Office)
- excellentwritten and oral knowledge of Bahasa Indonesia and English
- workingknowledge of German is an asset
- willingnessto up skill as required by the tasks to be performed
–corresponding measuresare agreed with management
- strongorganisational competence with good communication and coordination
skills
- ability to work in an intercultural environment
