I. Background
Strong and effective network and partnership among development actors can bring
together valuable knowledge, contacts, capabilities, and legitimacy to mutually
achieve common development objectives. Plan International believe that building
a better partnership is pivotal to the quality of the work we do. Effective and
fruitful partnerships guided by six partnership principles that of 1) mutual
respect and listening, 2) knowing the partners, 3) clearly defined objectives
and non-negotiables, 4) sharing responsibilities, 5) learning from each other;
and 6) common sense. Commitment, clear objectives, an open attitude, and space
as well as time are required to deal with challenges to practice these guiding
principles, such as issues related with donor compliance/ procedures, time
constraint of project implementation period, transactional relationship trap,
and poor/ unclear performance management.
Plan International Indonesia ânow operates as Yayasan Plan International
Indonesia (Plan Indonesia), will extend and strengthen its reputation as an
important technical and strategic partner on child rights for government and
civil society. To achieve this, Plan Indonesia will work in partnership with
government and civil society to develop and scale up gender transformative
local solutions to strengthen our programs and projects. Working with national
networks, Plan Indonesia believes that advocacy objectives on gender equality,
promoting the realisation of girlsâ rights and youth engagement will only be
possible when it is done through effective, innovative, and inclusive
partnerships as part or grass roots movement with support from national
coalition.
Learning from years of experience in working in partnership, however, Plan
Indonesia needs more insights to make partnership more strategic, add value to
strengthen the networks to advocate for children and youth, with focus on
equality for girls and meaningful participation of young people. The current
practice puts emphasis on transactional or channelling the funds for project
implementation to local NGO partners, in order to reach the above objective,
Plan Indonesia is aiming towards collaborative and strategic partnership,
seeking for non-traditional partner organizations. Time restriction for getting
to know each other and making a decision to partner merely based on intention
to share resources and responsibilities to deliver the project, often limit
both organizations to gain optimum benefit of the engagement, leverage the
partnership beyond contractual agreement and sustain the impact the project. In
attempt to improve and upscale its partnership, Plan Indonesia is seeking an
external consultant to support the endeavour to improve the current partnership
database and identify new potential partners that adheres to Plan
Internationalâs principle on Building Better Partnership.
II. Objectives of the Assignment
The objectives of the consultancy work are detailed as follows:
1. Refine Planâs partnership appraisals and assessment mechanism to
better articulate mutual strategic fit and demonstrate six principles of
Building Better Partnerships;
2. Update and collect information from the current partners and identify
new potential partners with reference to Plan Indonesia thematic programmes,
geographical focus and strategic directions to strengthen Plan Indonesiaâs
position as go-to organizations on girls equality and youth participation;
3. Collate essential information and documents from the existing partners
and new potential partners reflecting its organisational capacity as required
for future partnership engagement.
III. Scope of Work/Duties and Responsibilities
Under the direct supervision of Program Development Manager and overview
supervised by Program Director. Geographical scope of the assignment will be
nationwide and organisation categorisation/classification will at least cover
the type of organisation, location, coverage, programmatic/thematic expertise,
budget management capacity, and other key information reflecting
organisationâs portfolio. Specific attention may be given to geographical
presence of Plan Indonesia, covering the area of East Nusa Tenggara, West Nusa
Tenggara and Central Sulawesi.
To achieve the abovementioned objectives and deliverables outlined in Section
IV, the consultant has to perform the following activities:
1. Conduct consultative meetings with Plan Indonesiaâs key personnel to
clarify the expectation and agree on the workplan, timeline, methodology, and
identify key criteria of partners, based on thematic/programmatic focus,
strategic direction for Plan Indonesia positioning and geographical areas. The
consultation will identify Key referral documents will be Plan
Internationalâs Building Better Partnership Guideline, Plan Indonesia
Strategy Development for 2030, Partner Assessment Form, and the existing
Partner database.
2. Conduct a desk review to map out new potential partners based on the
consultation and desk review.
3. Review the existing Planâs Partner Assessment form (Full-version and
short/ compact version) and make a revision as need be with a prior
consultation with Plan Indonesia Program Development Manager and Plan Indonesia
Program Director.
4. Develop tool for data/information collection to assess the existing
partners and new potential partners. The final/ revised Partner appraisal as
resulted from activity 3, the consultant will develop a user-friendly Partners
assessment(bilingual) and will outline this into the designated platform of
data collection (e.g. google form, questionnaire, etc).
5. Conduct data collection and assess the newly identified and existing
partners (based on the revised Partner Appraisal tool) from the existing
partners.
6. Develop a database of partners who have been assessed;
7. Present the final result and analysis to Plan Indonesiaâs relevant
staff.

V. Duration of the Assignment
The overall consultancy work will have to be completed within 30 days of LoEs.
The consultancy contract will cover 4 months, expected to start from 1 December
2019 to 30 April 2019. Any change or alteration of contract including scope of
work, deliverables, and duration will need a prior written request and approval
from Planâs designated authority.
VI. Inputs
The assignment is home-based with regular contact with the consultancy
assignmentâs supervisor. Consultant is expected to provide their own
equipment (laptop, internet connection and communication). Other cost
associated with the consultancy should be included in the financial
proposal/quotation as stated in Section X. Consultancy quotation submitted to
Plan is inclusive including tax. In the case when consultant is required to
facilitate consultative meetings with Plan staff at Plan Indonesia Country
Office, arrangement and logistic need will be the responsibility of Plan
Indonesia.
VII. Reporting Line and Supervision
The consultant will report to Plan Indonesiaâs Program Development Manager,
with direction from Program Director. He/She will work closely with the Program
Development Specialist and Grant and Contract Manager.
VIII. Key Principles, Approach and Ethical Consideration
Plan Indonesia Staff and consultant must adhere to Plan International Child and
Youth Safeguarding and Protection. In this context, Plan Indonesia shall
request for the Consultant, during the contract period, to conduct risk
analysis for any activities involving children and young people. Mitigation
plan to ensure children and young people participating in the activities during
the contract period safe and protected. Liaising with Plan Indonesiaâs
Safeguarding Focal Point for consultation is expected for developing the risk
analysis and mitigation. Plan Indonesia is committed to also provide training
for the consultant in this issue.
The consultant must follow Ethical Principles for involving human subjects in a
research and obtain written/ verbal consent from the human subjects. Permission
from elder must be sought if the children under 18 years are involved as
subjects. Signed informed consent of each child and his/her parents need to
take after explaining purpose of the study and its usage.
All the projects managed by Plan Indonesia and is partners, should also aligned
with Plan International global ambition to reach 100 million girls, using
gender transformative approach in delivering its tasks. In this assignment,
the Consultant is expected to apply gender transformative approach through
addressing gender norms, strengthening girls' and young women's agency,
advancing girls' and women's condition and position, working with boys and men
to embrace gender equality, responding to the needs and interest of girls and
boys in all their diversity, and fostering an environment that enables gender
equality and girls' rights.
IX. Required experience and qualifications
Essential knowledge and experience:
· Extensive knowledge of CSOs, NGOs, development firms, and other
development stakeholders nationwide especially organisations/ firms that have
mutual interest and focus on: Youth Economic Development (YEE), Enterprise
Development, Disaster Risk Management (DRM), youth/ girls focused
organisations, child protection, Early Childhood Care and Development (ECCD),
Adolescent Sexual Reproductive Health (ASRH), development consulting firms and
think-tank organisations that have expertise in ICT and Knowledge Management.
· Technical knowledge and experience in assessing organisational
capacity and appraisal.
· Hands-on experience in designing, collecting information/ data, and
analysing qualitative data/ information related with organisational capacity.
Qualifications:
· Bachelor degree in Social Politics Sciences, International
Relations, Development Studies, Human Rights, Organisational Development or
other related fields. Masterâs degree is preferred but proven experience in
development sector is a critical asset for selection.
· Minimum of 10 years of experience in development sectors and
extensive engagement with development stakeholders or relevant networks in
Indonesia.
· Previous experience in research, organisational appraisal, data
collection and analysis are preferred.
· Excellent verbal and written communication skills in English and
Bahasa Indonesia.
X. Application Procedure

consultant with relevant expertise and portfolio to apply for the assignment by

A letter of intent
Proposal of the assignment with the following content:
Brief Technical proposal for the assignment that covers: 1) Background; 2)
Elaboration of approach and methodology of the assignment (referred to the TOR)
outlining key activities and deliverables; 3) Workplan; 4) Detail personnel/
team members (if more than one person involved).
Financial proposal with the following items:
· a breakdown daily rate/fee of consultant team (if applicable)
including tax
· Other expenses associated with the assignment (communications, etc)
Consultant/team profile stating the qualification of consultant(s) with
specific emphasis on:
· Current and previous relevant works and clients/users;
· CV of personnel involved in the assignment and their key
responsibilities/ roles in the assignment.
