education, and child rights – including child protection, childpoverty, and
child rights governance. Save the Children is also an activeplayer in the
national policy and advocacy space, particularly in the realm ofworking with
sub-national government actors on effective management offinancial and

The Better Investment for Stunting Alleviation (BISA)project is an integrated
nutrition-specific and nutrition-sensitive projectdesigned jointly by Save the
Children and Nutrition International (BISA team)to assist the Government of
Indonesia (GoI) to realise the goal of the NationalStrategy to Accelerate
Stunting Prevention (2018-2024). BISA targets twoProvinces – West Java (WJ) and
Nusa Tenggara Timur (NTT).
Some specific areas where BISA will intervene are insupply chain management,
ensuring that local facilities have the necessarysupplies to meet demand of
their catchment areas; use of data, includingdata-based decision-making and
quality reporting; and counselling skills, toensure that caregivers,
adolescents, and children benefit from an informative, interactive session with
their health worker. By building skills in theseareas, the quality of services
provided will improve. The BISA project has conducted abaseline survey, aimed
to collect quantitative data for key BISA outcomeindicators at the start of the
project. In addition to the quantitative surveyamong the mothers and the school
going adolescent girls, semi-structuredinterviews were conducted among health
workers to understand the knowledge, attitude, practices, barriers and
facilitators to increased coverage andadherence of WIFA supplementation and
other services. The indicators focus of BISA baseline surveyon the following
key areas: infant and young child feeding practices, childhealth constituting
VAS and Zinc &ORS, WASH, adolescent nutrition, maternalnutrition, gender, and
use of health and nutrition services. The findings ofthe baseline survey will
also inform the development of improvement plans toenhance the skills of
frontline health staff.
In view of the above, BISA through NI seeks tocontract a consultant/agency to
conduct capacity building needs assessment ofPuskesmas and posyandu cadres in
delivering quality nutrition services andother services related to nutrition in
the two targeted provinces of the BISAproject.
