The Government of the Republic of Indonesia has received loan from the World
Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Proje
ct) and intends to apply part of the proceeds for individual consultant serv
ice as *Survey and Mapping Specialist.*
Survey and Mapping Specialist will be hired to support Project Director to
deal with but not limited to support the design of Survey and Mapping at
the Ministry of ATR/BPN; get the best method for measurement (physical data
collection), data processing, and mapping of land parcels in the context of
Land Registration both in 2 dimensions and 3 dimensions; coordination
within ATR/BPN and inter-Ministries/Agencies, organize and mobilize input
and substances on land administration system especially about rights and 2D
- 3D cadastre. This will include, under the guidance of the Project
Management Unit (PMU) Director, engaging in strategic discussions and
dialogues (within ATR/BPN and inter-Ministries/Agencies). The engagement is
initially expected for 3 months, and extendable based on needs. The
assignment is expected to start in January 2021.
The Consultant shall have the following minimum qualifications and experienc
es:
a. Minimum S1 or Bachelor’s degree from reputable university in
Geodesy/Geomatics and thematic close to land administration. Master degree
is preferable;
b. Minimum 3 years of experiences in survey and mapping/Land
Administration System development;
c. Proven experience in at least one Complete Systematic Land
Registration (PTSL) or Building Information Model (BIM) or 3D Mapping
project;
d. Having good analytical thinking;
e. Having ability to think strategically and apply the concept
through reports, powerpoint and infographics;
f. Experience of practice in Government projects, development area
or private commercial practice (particularly land and land related matters);
g. Experience in working with Government agencies, Government-funded
project or World Bank/international agencies/other multilateral agencies –
funded projects;
h. Excellent command in spoken and written in Bahasa Indonesia and
English;
i. Willing to work by output and travel to project sites and able to
work independently under minimum supervision.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites e
ligible consultants to indicate their interest in providing the services. In
terested consultants must provide information indicating that they are quali
fied to perform the services (brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills among s
taff, etc.). Consultants may associate to enhance their qualifications. The
consultant team will be selected in accordance with the procedures set out i
n the World Bank’s Guidelines: Selection and Employment of Consultants by Wo
rld Bank Borrowers (current edition).
