*REQUEST FOR EXPRESSIONS OF INTEREST*
*(**EXTENDE**D DEADLINE)*
The Government of the Republic of Indonesia has received loan from the World
Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Proje
ct), and intends to apply part of the proceeds for individual consultant ser
vice as *Public Policy Advisor.*
Public Policy Advisor will be hired to support the Minister of ATR/BPN to i
dentify cross sector policy paper and regulatory analysis, as well as decisi
on options for coordinated implementation; facilitate and/pr conduct technic
al and substantive assessments; prepare short analytical briefing notes and
options papers with relevant policy and technical rationale for consideratio
n of decision-makers as preparation for high- level meetings; and compile an
d present reports of the follow up to the high-level decisions and remaining
issues to the relevant agencies and ministries. The assignment will be engag
ed for eight hours per day during the working week, initially expected for 3
months, and extendable based on needs. The assignment is expected to start i
n February 2021.
The Consultant shall have the following minimum qualifications and experienc
e:
a. Minimum S2 or Master’s degree (Doctoral degree will be
preferred) in public policy
/management/public administration /project management and thematic
field close to land administration (land use/spatial planning, survey
ing or geodetic / geomatic engineering, geography, agriculture, forestry, na
tural resource management, economy);
b. Minimum 5 years of experiences in projects and program related to
land administration, natural resources management, forestry, agriculture,
economy or similar inter-sectoral and inter-disciplinary setting;
c. Experience in reputable corporation as directors/management/consultant
;
d. Experience in coordination or management of complex multi-stakeholder
programs, prior experience in setting up or managing a coordination platfor
m, or similar institutional arrangement preferred;
e. Proven skills as a team leader, communicator, facilitator and
mediator of complex institutional processes with a capacity to mediate be
tween different types of organizations (government agencies, NGOs, private
sector) and to work effectively with high-level decision makers;
f. Experience in working in international environment;
g. Knowledge and experience with Loan and Grant funds considered as advant
age;
h. Proven ability to handle multiple tasks under pressure with short dead
lines; working independently, seeking guidance on complex issues, secondary
data researcher, and excellent interpersonal skills.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites e
ligible consultants to indicate their interest in providing the services. In
terested consultants must provide information indicating that they are quali
fied to perform the services (reports, books, brochures, description of simi
lar assignments, experience in similar conditions, availability of approp
riate skills among staff, etc.). Consultants may associate to enhance th
eir qualifications.
The consultant team will be selected in accordance with the procedures se
t out in the World Bank’s Guidelines: Selection and Employment of Consult
ants by World Bank Borrowers (current edition). Interested consultants may o
