I. Background
About Yayasan Plan International Indonesia (YPII)
Plan International is an independent development and humanitarian organization
that advances childrenâs rights and equality for girls. We believe in the
power and potential of every child. But this is often suppressed by poverty,
violence, exclusion and discrimination and its girls who are most affected.
Working together with children, young people, our supporters and partners, we
strive for a just world, tackling the root causes of the challenges facing
girls and all vulnerable children. We support childrenâs rights from birth
until they reach adulthood. And we enable children to prepare for and respond
to crises and adversity. We drive changes in practice and policy at local,
national and global levels using our reach, experience and knowledge. Plan
International have been building powerful partnerships for children for over 75
years and are now active in more than 70 countries. Aiming to reach 100 million
girls globally and 1 million in Indonesia by 2022, in June 2017, Plan
International has set up a locally registered national foundation called
Yayasan Plan International Indonesia (Plan Indonesia), focusing on promoting
gender equality and girlsâ rights.
Thematic and Geographical Area
In 2015, world leaders agreed to 17 goals for a better world by 2030. These
goals who are better known as the goals of Sustainable Development Agendas
(SDGs) 2030, were envisioned to have the power to end poverty, fight inequality
and stop climate change. Guided by the goals, Plan Indonesia aimed to work
together with governments, businesses, civil society and the general public to
work together to build a better future for children and youth, particularly
girls. Based on the commitment of these goals to leave no one behind, Plan
Indonesia have devised four global outcome areas to empower children to realise
their potential and bring about equality for girls.
Plan Indonesia focuses on girls and young women, working together with
communities, organizations, men and boys, in the following thematic issues:
1. Humanitarian and Resilience: Children and youth, particularly girls and
young women, receive the quality services during emergency and humanitarian
crises, to include development of their capacity to mitigate risks of disaster.
2. Youth Employment and Entrepreneurship: Youth, especially young women,
have the education and skills they need to succeed in life and make a decent
living
3. Adolescent Health and Agency: Adolescent, girls and boys, are able to
be well informed to control over their lives and bodies, and have healthy
lifestyle to make informed choices about their future.
4. Child Development and Protection: Children, particularly girls, grow up
healthily and equally valued and cared for â free from discrimination,
violence and fear.
In addition to these thematic programs, Plan Indonesia has a flagship project
called, âGirls Leadershipâ, focusing on young girlsâ activation events to
increase their capacity as future leaders, based on the thematic areas that
Plan Indonesia is working on, to be the platform of strengthening social
solidarity among girls in Indonesia.
As a child sponsorship organization, Plan Indonesia is working in areas where
our Sponsored Children are located in 3 Districts in NTT Province, Timor Tengah
Selatan, Lembata and Nagekeo. Our work in these area, ensure that the Sponsored
Children benefit from the thematic program and project activities. Plan
Indonesia is also implementing grant funded projects located in Bekasi,
Sukabumi, Semarang, Rembang, Jepara, Lombok Barat, Lombok Tengah, Lombok Utara,
Malaka, Belu and Manggarai Timur. Currently, Plan Indonesia is also providing
recovery project on Safe Schools in tsunami and liquefaction affected area in
Central Sulawesi.
Plan Indonesia thematic programs are based on the six areas of global
distinctiveness. These areas will make up a growing proportion of our
programming and influencing work, and we will significantly develop our
capacities in these areas in both development and humanitarian settings, they
are:
· Inclusive, safe quality education
· Skills and opportunities for youth employment and entrepreneurship
· Girls, boys and youth as active drivers of change
· Sexual and reproductive health and rights (SRHR) for girls and young
women
· Early childhood development
· Gender-transformative child protection
Locally, Plan Indonesia has been recognized for the strong work on
Community-Led Total Sanitation (CLTS), with components on advocacy with local
government and capacity building of communities.
II. Objectives of the Assignment
The purpose of this assignment is for Plan Indonesia to have a number of
thematic project proposals, taking into consideration Plan Indonesia and Plan
International Area of Global Distinctiveness (AoGDs), national priorities and
commitments, such as SDGs. The proposals developed will also be based on Plan
International Gender Transformative Approach in promotion of equality for
girls, Plan Internationalâs Theory of Change, informed by national context
and trends from funding agencies.
Plan Indonesia is looking for a consultant, or a Team of Consultants to achieve
this objective.
III. Scope of Work/Duties and Responsibilities
The consultant(s) will develop, in consultation with Plan Indonesia Program
Development, Program Thematic and Area Implementation Team, and Country
Management Team, a detailed work plan and output-oriented result that will
include undertaking at least the following tasks:
1. A desk review of existing document, studies and literature
on the issues that Plan Indonesia has been working on in Indonesia informed by
Plan International AoGDs, Plan Indonesiaâs programmatic strengths, national
context, trends for donors/funding opportunities;
2. Analyze the potential thematic areas based on the desk
review, using gender equality and social inclusion and take into account Plan
Indonesiaâs positioning as organization advancing child rights and youth
participation;
3. Conduct consultation, interview and/or validation workshops
with relevant programme team and other relevant stakeholders if possible, to
develop Theory of Change in each portfolio;
4. Design and write the portfolio-based project proposals,
including logical framework (LFA), budget, and the narrative;

Some other activities for finalizing key deliverables may include:
⢠Regular interaction with program team and/ or other
relevant country office team for knowledge support.
⢠Desk research on key documents provided by Plan
Indonesia.
⢠Program thematic area development workshop with
programme team.
⢠Consultation cross-cutting specialists (Gender Equality
and Social Inclusion, Child and Youth Participation), Plan Indonesiaâs
identified resource persons to provide insights on emerging issues such as,
digital innovation and social enterprise/entrepreneurship.
⢠Discussion with Program Development Manager and Program
Director for the activity design for workshop and for the format for program
themes and project proposals.
V. Duration of the Assignment
The assignment may take 80-100 days of Level of Efforts, with the contract
duration of 6 (six) month.
VI. Inputs
The consultant(s) is expected to provide their own equipment such as laptops,
recording devices, camera, etc. Plan Indonesia will provide work station if
office work is needed. Other inputs for this consultancy is included in the
financial proposal (see the details in section X.2)
VII. Reporting Line and Supervision
The consultant will report to Plan Indonesiaâs Program Development Manager,
with direction from Program Director. He/She will work closely with the Program
Development Specialist.
VIII. Key Principles, Approach and Ethical Consideration
Plan Indonesia Staff and consultant must adhere to Plan International Child and
Youth Safeguarding and Protection. In this context, Plan Indonesia shall
request for the Consultant, during the contract period, to conduct risk
analysis for any activities involving children and young people. Mitigation
plan to ensure children and young people participating in the activities during
the contract period safe and protected. Liaising with Plan Indonesiaâs
Safeguarding Focal Point for consultation is expected for developing the risk
analysis and mitigation. Plan Indonesia is committed to also provide training
for the consultant in this issue.
The consultant must follow Ethical Principles for involving human subjects in a
research and obtain written/ verbal consent from the human subjects. Permission
from elder must be sought if the children under 18 years are involved as
subjects. Signed informed consent of each child and his/her parents need to
take after explaining purpose of the study and its usage.
All the projects managed by Plan Indonesia and is partners, should also aligned
with Plan International global ambition to reach 100 million girls, using
gender transformative approach in delivering its tasks. In this assignment,
the Consultant is expected to apply gender transformative approach through
addressing gender norms, strengthening girls' and young women's agency,
advancing girls' and women's condition and position, working with boys and men
to embrace gender equality, responding to the needs and interest of girls and
boys in all their diversity, and fostering an environment that enables gender
equality and girls' rights.
IX. Required experience and qualifications
YPII is seeking for an experience project proposal writer with significant
experience on international development sectoral insights, as well as knowledge
on gender equality, child rights and human development sector. Familiarity with
digital innovation, social entrepreneurship and social and economic trends is
an advantage. Effective writing skills and well versed comprehension on the
donor landscape for Indonesia are mandatory.
The Lead Consultant should also have the following qualifications/expertise:
⢠An advanced university degree (masters or equivalent) in
development studies, political science, social studies, communication,
economics, business, law, and others as may be relevant or a related field.
⢠Not less than 8 years of experience in the
project/programme design, monitoring and evaluations and communications in
development sector.
⢠Proven knowledge of country contexts, social economic
trends and sectoral insights in any of the thematic program that Plan
International is working on is a must.
⢠Strong programme design skills, including capacity to
prepare logical, coherent, and consistent technical documents including
logframes and budgets.
⢠Prior demonstrated experience from developing and
writing proposals for institutional donors.
⢠Ability to integrate different experiences,
methodologies, and approaches from a diverse range of stakeholders,
organisations, and technical experts from multiple sectors, through adapting
facilitation techniques.
⢠Flexibility to adapt to any subsequent changes in the
terms of reference.
⢠Willingness and ability to travel to the field to
conduct assessments and gather primary data.
⢠Excellent English speaking/writing skills required;

3. Workplan with activities and schedule of deliverable submission (the
level of effort may be more or less than the indicative LoEs in section IV)
