PLANNING, LEARNING andACCOUNTABILITY (PLA) COORDINATOR
Based in Denpasar, Bali
PositionOverview
ThePLA Coordinator is the person who takes the main responsibility to
initiate,coordinate and implement all program planning, learning and
accountabilitysystem in Rikolto Indonesia.
He/sheorganizes data collection, analyses data, ensures quality of information
andproduces reports. He/she continuously improves the PLA system and
themethodologies employed, independently and in cooperation with the
internationalPLA Team.
Rolesand Responsibilities:
1. Data Management§ Coordinating and ensuringdata collection processes and
results at both Rikolto   and partners level, incoordination with the
Sector Managers, Curators and Field   Officers, with thesupport of IM and
Database Officer;
§ Ensuring the quality ofthe data and information;§  Analyzing data
andinformation for strategic program development and program   planning,
includingproposal development;§ Providing planning andreporting formats to
the programme staff and assisting   them to comprehend theformats when
required;§ Developing the annualbudget for the PLA activities and operation.
2. Compliance and Compatibility§ Coordinating theimplementation of PLA,
analyzing and processing data on PLAÂ Â Â results, anddocumenting the
management of these data;§  Producing and guaranteeingthe quality of
programmatic reports to donors,   government and superiors withinthe
prescribed deadlines and according to the   requirements;§  Designing
and making surethat the Rikolto Indonesiaâs PLA system is in line and  Â
compatible with theRikolto International PLA system. This includes adaptation
of   methodologies/tools/ guidelines/ manuals from Rikolto InternationalÂ
for local   setting;§  Leading the internalprocesses for monitoring and
evaluation, including   measuring impact
3. Learning and Innovation§ Sharing informationrelated to PLA and learning
from the implementation of   activities or results ofprogram monitoring
based on organizational provisions;§ Training, guiding and coachingRIKOLTO
Indonesia staff and partners on PLA tools,   methods and methodologies;
§ Coordinating learningspaces and knowledge management initiative;§ Â
Identifying of bestpractices in the reports and sharing them with the  Â
Communication Coordinatorfor dissemination and in-depth documentation  Â
for studies;§ Ensuring Rikoltoâsknowledge management initiatives is well
implement with the   supported by theIT, IM and Database Officer;§Â
Organizing program relatedPLA activities for staff and partners;§Â
Identifying gaps inknowledge and capacity of regional staff to implement the Â
  PLA system, orchallenges regarding the practical implementation of the
PLAÂ Â Â system; andcommunicating these to Global Support Team.
4. Cluster and Networks§ Taking the lead forRikolto in Indonesia and
contributing pro-actively to the   Rikolto InternationalPLA Team;§Â
Identifying andestablishing contact with relevant service providers for
learning   andaccountability purposes.
5. General§ Contributing to the fundraising activities of Rikolto
Indonesia;§ Taking the responsibilityto protect the dignity, values,
identity and reputation of   Rikolto Indonesia;§ Contributing to
theactivities regarding the general well-being of the staff-Â Â members and
healthyand environmentally friendly practices at the office and in   the
operations;§ Special assignments whichhave not been described here.
RequiredCompetences:
Education:
Degree in Social Sciences, Agriculture, Rural Development orKnowledge
Management or equivalent
Experience:Min. 5 yearâs experience in research, monitoring &evaluation and
knowledge management
Knowledge:
ü Experiencein quantitative and qualitative research methods, including
Participatory RapidAssessment, action research, case studies, etc.;
ü Understandingof PLA tools such as Outcome Mapping, Sensemaker, Link
Methodology, Theory ofChange and Most Significant Change;
ü Statistics;
ü Participatorylearning methods;
ü KnowledgeManagement;
ü Affinitywith rural development and sustainable agriculture;
ü Goodunderstanding of sustainability, gender-sensitive research methods and
youth.
Skills:
ü Designof surveys and qualitative studies;
ü Datacollection with standardized and non-standardized instruments;
ü Goodcomputer operation, and specifically on data processing with Excel,
Access, SQLdatabases;
ü Design,implementation and evaluation of participatory assessments;
ü Facilitatefocus group discussions and other group monitoring and learning
processes;
ü Reportwriting (in Bahasa Indonesia and English);
ü Designof gender-sensitive research methods and generation of gender
andyouth-disaggregated data and reports;
ü Administrationand Documentation.
General skills
Good communication skills to engage with various actors: RikoltoIndonesia and
International team, partners, donors, governments;
