Swisscontact and Cocoa Sustainability Partnership (CSP) are working together to
deliver Equality for Sustainable Cocoa Production (ESCP) project. ESCP proposes
the most suitable mechanism to ensure equal participation and access for both
men and women in cocoa value chain which bring economic value to cocoa
industries. The project focuses on enhancing equal participation between men
and women in economic and non-economic activities to improve the livelihood of
smallholder farmers that support cocoa farm development. Building upon the
lessons learned from the previous Social Gender Inclusive Plan (SGIP) brought
into cocoa sector by SCPP and based on that, integrating Inclusive Market
approach in which participation and role of women and men in the cocoa value
chain will be equally and economically measured. Emphasizing on diversifying
family income, the project also attempts to improve food security and
well-being of the family member Equity in Sustainable Cocoa Production

Impact Assessment Consultant
Based in Luwu Timur, Sulawesi Selatan
Objectives
The result of this impact assessment will be used to develop recommendations
for gender equality mainstreaming . It will act as crucial inputs for designing
and planning gender equality mainstreaming protocols to ensure the adequate
equality impacts. The objectives of the impact assessment are:
1. To identify and define the gender equality immediate results of
the ESCP project
2. To provide the success factors and learning points for farmers in
implementing GALS' tools
3. To identify the most useful tools
4. To share recommendations for improvement
Approach
The main approach of ESCP project is GALS, a participatory tool to promote
equality in managing family resources including cocoa farming management as
described in the logical framework and result chains. GALS consists of various
tools that enable family members to create vision and develop action plan to
secure the family livelihood. The project is also coaching families in the
realization of the action plan. Following the ESCP dynamics, the project also
promoted sustainable livelihood approach through agribusiness model of
diversifying farming business that support cocoa farm development. This impact
assessment will be including the livelihood aspect integrated into ESCP'
activities. As reference of impact assessment analysis, below shows the detail
aspects of analysis.
A. The GALS approach focuses behavior changes on the below key areas
1. Division labor in the household (more equal and efficient):
productive and reproductive activities
2. Equality of earning power and entrepreneurship (gender equality
perspective) in the household
3. Household Income and Expenditure (financial management)
4. Equality in ownership of property/balance access for family assets
5. Equality in making decision
6. Leadership in the community (Leadership to change, in the
self-determination and community)
7. Change in communication and social engagement among the household
member and community
B. Changes in on cocoa farming and other farming management
1. Adopted good farming management in cocoa and other crops (due to
better financial and resources management)
2. More sustainable practices adopted
3. Productivity changes
4. Household member participation in the farming management
5. Household investment in cocoa farming
6. Business development in farmer and farmer group
7. Vulnerability analysis at household level
Deliverables and target respondent
The consultant is expected to deliver:
1. Assessment Design including methodology and assessment tools
2. An Impact Assessment report
3. Recommendation on most useful tools and implementation improvement
4. Presentation the report to the ESCP team and partners
The target respondents (minimal) are:
1. 40 respondents including the assisted and voluntary (second
layer) champions in South Sualwesi Province, East Luwu District (Mangkuntana,
Tomoni, and Burau Subdistrict)
2. 5 Mars Field and Management Staff
3. 5 Relevant respondents (at village, sub-districts level who
involve or understand about the program)
Consultant Requirements:
* Preferably Master Degree in Social Development study, Economic
Agriculture, and other field relevant to rural development and gender equality
* Demonstrated conceptual and analysis skills on designing and conducting
impact assessment
* Familiar with participatory approach
* At least 7 years professional experience in gender equality and
agricultural projects especially in the Indonesia, preferably Eastern Indonesia
* Proven ability and record to analyses, interpret and present quantitative
and qualitative data in gender and agricultural sector
* Possessing advanced and up-to date knowledge of gender integration issue
in agriculture sector in Indonesia as demonstrated with work experience and
recent publications.
