Deputy Director (Water andSanitation)
Therole
The positionleads KIAT’s support to GoI to achieve its targets of universal
safe access towater, and 90 per cent access to ‘improved and safe’ sanitation
services by theend of 2024.
Thisrole also involves the following key activities:
As a member of KIAT’s Senior Management Team, the Deputy Director will promote
collaboration and innovation across the activity portfolio and identify
opportunities to strengthen performance and overall impact, including through
mainstreaming of GESI and CSE. The Deputy Director will represent KIAT and work
with a range of partners across government, civil society, and the private
sector. The key activities for the positions are:
- Lead KIAT’s strategic management of the watsan directorate ensuring all
activities are well-designed and implemented to high levels of performance with
risks and safeguards identified, managed, and mitigated.
- Establish close working relationships and ongoing communications with key
GoI and GoA decision-makers and maintaining an awareness of their needs and
priorities for KIAT’s activities.
- Developing the watsan directorate’s multiyear strategy and workplan
addressing the critical needs facing Indonesia’s water and sanitation sectors
with a focus on where Australia’s assistance can be most effective, leveraged,
and sustainable.
- Lead the governance, reporting and monitoring of watsan activities through
KIAT’s Technical Committee and Management Committee structure.
- Performance manage and supervise KIAT’s watsan team (technical,
programmatic, and administrative) and subcontractors to deliver high levels of
engagement, innovation and performance.
- Together with KIAT’s Performance team develop performance-related progress
markers for all watsan activities on a six-monthly recurring cycle and
implement management strategies to achieve identified targets. Work closely
with KIAT’s Performance team to report on activity outcomes and progress.
- Ensure prudent management of KIAT expenditure, including taking
appropriate measures to maximise value for money, and minimise fiduciary risk
and avoid fraud.
- Ensure that the watsan directorate complies with the policies, procedures
and other requirements of GoA and the managing contractor.
- Lead KIAT’s donor coordination efforts for watsan activities, in
consultation with GoA.
- Ensure that consultations, meetings, and decision-making processes include
women in discussions and deliberations.
- Ensure that all key activities consider opportunities to strengthen Gender
Equality and Social Inclusion (GESI) outcomes during implementation, and where
relevant consider the feasibility of engaging with civil society to enhance
these outcomes.
- Represent KIAT in events, high-level forums and dialogues with relevant
GoI counterparts, private sector, academia and development partners and other
stakeholders as required.
- Other agreed inputs as assigned by the Facility Director.

Aboutyou
You will be amotivated and proactive Deputy Director Water & Sanitation with
the right combination of leadership,strategic thinking, innovation and a
commitment to technical excellence. Youhave the following selection criteria:
- Tertiary qualifications in civil engineering, water and sanitation
engineering, public policy, infrastructure or related discipline.
- At least 10 years’ experience in managing comprehensive, high-level
infrastructure advisory programs, preferably in water and sanitation.
- A strong technical background in infrastructure ranging from policy and
strategic advice to project preparation, financing, and implementation.
- A demonstrable understanding of issues facing the water and sanitation
sectors in Indonesia, including issues of public sector governance, public
private partnerships, institutional capacity building, regional autonomy, asset
management and output-based performance programming.
- Excellent verbal and written communication skills in English and Bahasa
Indonesia (desirable). Demonstrated experience in briefing and working closely
with senior government officials in a donor context.
- Ability to communicate with a wide range of stakeholders from diverse
backgrounds including people with disabilities.
- Knowledge and understanding of the different needs of different
stakeholders such as women, the elderly, people with disabilities and others
with special mobility needs

Remuneration
Basedon DFAT standard ARF rates (assessed as ARF classification D4). Successful
Indonesiannationals will be engaged under a local contract in IDR, and will be
subject toIndonesian employment regulations and tax obligations.
