II. Organizational Context
Partnership for Governance Reform (Kemitraan) Kemitraanis a multi-stakeholder
organization established to promote governance reform.It works hand-in-hand
with government agencies, CSOs, the private sector, andinternational
development partners in Indonesia to bring about reform at boththe national and
local levels. Kemitraan builds crucial links between alllevels of government
and civil society to sustainably promote good governancein Indonesia.
Good governance is participatory,consensus-oriented, accountable, transparent,
responsive, effective andefficient, equitable and inclusive and follows the
rule of law. It assures thatcorruption is minimized, the views of minorities
and most vulnerable in societyare taken into account.
KnowledgeResource Center (KRC)
Since our inception in 2000, Kemitraan hasestablished wide-range of
multi-stakeholder networks at all levels. We worktogether with the government
in mainstreaming good governance principles inpublic policy making,
implementation and monitoring phases with evidence-basedapproach.
Our specialized think tank unit, the Knowledge& Resource Center (KRC) is well
versed in various research methods applyingvariety of research methods
including but not limited to literature study,FGDs, mapping study, expert
interviews, and quantitative method involvingstatistics calculations. Some of
the research and study are utilized as part ofthe monitoring and evaluation
tools of the client.
The Research Program of KRC:
Indonesia Governance Index
Since 2008, Kemitraan has provided a tool tomeasure local governance
performance based on six good governance principles(participation,
accountability, fairness, transparency, effectiveness andefficiency). This
assessment is known as Indonesia Governance Index (IGI). IGIhas been endorsed
by The Ministry of Home Affairs and well acknowledged byvarious stakeholders,
such as national agencies, local governments, civilsocieties, academicians and
media. IGI is considered to be the mostcomprehensive tool in assessing
governance because it not only assesses politicaland bureaucratic officials but
also assesses the interaction and contributionof civil society and the economic
community in forming a good governance.Currently in 2020, IGI will be refined
to strengthen and complementing theperformance evaluation tool of The Ministry
of Home Affair or EKPPD.
Police Governance Index
Inspired by IGI in 2014, Polri expressed theirinterest to IGI because of this
tool measures local governance performance inprovincial level and districts
level. Therefore, since 2014, Kemitraan hasinitiated a mutual cooperation to
incite good governance principles in Polrithrough Police Governance Index
(PGI). Differently with IGI, PGI measures theperformance of Polri through seven
principles which consist of competency,responsivity, behavior, transparency,
fairness, effectivity and accountability.These seven principles are applied to
measure the performance of each unit inPolri at all level.
After four years of assessment, PGI has beeninstitutionalized as formal
internal evaluation tools through Chief of PoliceRegulation (Perkap) No 5/2018.
PGI’s recommendations have also been utilized aspolicy reference to improve the
performance of Indonesia National Police. Basedon PGI Roadmap, Kemitraan and
Polri intend to continue the assessment to coveruntil 461 District/Municipal
Police Offices, 34 Regional Police Offices and 65Works Units Police at
Headquarter.
To support our research, we are recruiting Junior Researcher, Researcher and
SeniorResearcher. Under the guidance of Head of Knowledge Management &
Learningand daily supervision of Research Coordinator, the Junior
Researcher,Researcher and Senior Researcher will conduct various technical
research tasksas required.
