Human Resources(HR) Manager
(Resident Position,Jakarta-based)
The ICRC Delegationin Jakarta is seeking a suitably qualified candidate to fill
the above-mentioned position with bellow criteria: Role Purposes HR Manager
plans, organizes and controls the HRactivities of the assigned area of
responsibilities, for ensuring thatthe overall administration, coordination,
and evaluation of HR plans, andprograms are realized. S/he bringsinsights on
the HR matters, provides professional HR services and advice,ensures needs are
translated into HR objectives and ensures HR strategies arealigned to the
strategic objectives to enable responses to operational needsand challenges.
Main responsibilitiesMain HR functional responsibilities (80%)§Is as a member
of the respective management team and activelyparticipates in the reflection,
analysis and understanding of the workingenvironment, giving upstream insight
on HR impacts or requirements of thedecisions potentially taken.§Provides input
developing HR strategies and objectives and/or implementingstrategies developed
by the respective management team, the HR Department/unitand the
institution.§Participates actively in the maintenance but also development of
HRprocesses, policies and tools, feeding upward insight from the field to
ensurethat the changes proposed are relevant and sustainable for the field.§As
line manager, oversees and supports the implementation of HRresponsibilities
through his or her team§Develops and monitors the annual HR budget.§Acts as a
focal point and centralized communication channel for all staffto transmit and
explain all HR novelties new processes, policies and tools.§Acts as a trouble
shooter for matters blocked at his or team level,liasing with the Regional HR
Manager or HR Partner and corresponding stakeholdersin HQ and finding
sustainable solutions.§Coaches and assists his or her team, line managers and
management team ingood HR Management practices and people management
responsibilities (HRCapacity Building)§Ensure the same and equal standard of HR
services and practices deliveredas well for Dili office. HR compliance
responsibilities (10%)§Knows about local rules and regulations in particular
the local Labor Lawand the social security system;§Responsible for Staff
Regulations and ensures compliance withinstitutional procedures and local Labor
Law;§Maintains a regular contact with the contracted legal advisor to
ensurecompliance of the Regional Delegation with local laws in regards to
HRManagement; Coordination and technical responsibilities (10%)§ Coordinates
between HR and Finance & Accounting to ensure smooth datatransfer between
Strategic, HR space (or other tools of Human ResourcesInformation System -
HRIS) and IRIS for the salary payments;§ Controls and signs monthly salaries
and related payments;§ Ensures coherence and fair treatment of the workforce
in regards tosalaries, grades and performance appraisals as well as in charge
for remappingrequest in the delegation;§ Monitors HR headcounts are in line
with the respective budget and informsHeadquarters whenever non-budgeted
headcounts needed (AoE request);§ Develops and maintains formal internal
channels of communication withstaff, act as facilitator to smoothly manage
relationship between staffcommittee and the management (as of management
request);§ Monitors STM DJA Human Resources Services and ensures that the
databaseis up-to-date.§ Ensure and provide necessary support to his or her
subordinate that allHR documentation and personnel data is completed and well
archieved. PeopleManagement Responsibilities§ Understands and supervises the
Performance Management & Development(PMD) activities for employees under their
supervision§ Engages in ongoing and continuous feedback and support,
particularly foremployees under their supervision, but also other staff
members§ Organizes regular meetings within their team to ensure
optimalcoordination of the work and proper flow of information§ Ensures that
job descriptions for employees under their supervision areup to date; seeks
feedback and support from the HR Department if needed§ Plans and coordinates
the annual leave of the employees under theirsupervision ensuring continuity of
the operations throughout the year andmaking sure that there are no outstanding
holiday balances at the end of theyear§ Coordinates and supports the employees
under their supervision in theirpersonal development by coaching and advising
them on internal and externaltraining and development possibilities Other§
Follows up on all work-related messages and correspondence with therelevant
contacts and departments§ Is aware of the delegation’s objectives and has a
good knowledge of theMovement and other contacts relevant to the position§
Collects and shares information so as to improve the ICRC’s understandingof the
environment and humanitarian trends and responses§ Represents the ICRC in an
appropriate way during activities, in meetingsand in the field, and avoids any
activity that may reflect negatively on theICRC’s image§ Takes responsibility
for their own professional learning and development
RequirementsBackground and Experience§Minimum of a bachelor’s degree or
equivalent in HR, BusinessAdministration or Organization
Development.§Specialized training in project cycle management an asset and in
change managementa must.§Fluent command of English and a second working
language such as French,Spanish, Arabic or Russian an asset.§Computer
proficiency with excellent skills in a Microsoft Windowsenvironment and in
Human Resources Information System.§Typically 6-9 year overall professional
experience.§A minimum of 3-5 years of progressive leadership experience in
HRpositions cuh as an HR Manager or another HR executive in a similar
largeglobal organization.§In-depth knowledge and experience of
HR-good-practices, profoundknowledge of HR systems and databases.§In-depth
knowledge in employment law, HR administration, workforce andorganizational
planning, compensation and benefits, recruitment, selection andstaffing,
performance management, learning and development, employee relations,staff
