Theglobal program “Sustainability and Value Added in Agricultural Supply
Chains”is part of the special initiative “ONE WORLD – No Hunger” (SEWOH). On
behalf ofthe German Federal Ministry for Economic Cooperation and Development
(BMZ), theprogram promotes the sustainability of selected agricultural supply
chains inpartner countries.
Agriculturalcommodities like coffee, cocoa, natural rubber, palm oil or soybean
play animportant role for rural development in many developing and emerging
economieswhere they form the basis for the life of millions of households.
However,their production and processing are accompanied by numerous
ecological,economic and social challenges. Often supplied as unprocessed raw
material intoglobal supply chains, limited value is added in producing
countries. Manyfarming households are struggling to meet their basic needs and
to invest insustainable production practices. Furthermore, coffee, cocoa, palm
oil andsoybean are often perceived as drivers of deforestation and forest
degradation.With consuming markets and multi-national companies strengthening
their effortsto eliminate deforestation and human rights abuses from the supply
chain,sustainability of raw material is becoming a precondition for market
access.
Toaddress these challenges the program implements the project “Sustainability
andValue Added in Agricultural Supply Chains in Indonesia” (SASCI+).
SASCI+focuses on natural rubber, palm oil, cocoa and coffee in two biosphere
reservesin West Kalimantan and Central Sulawesi. By increasing the sustainable
productionof agricultural commodities and strengthening downstream processing
and marketlinkages, the project aims to increase the farmers’ incomes,
safeguard naturalresources and establish deforestation free supply chains.
SASCI+ follows ajurisdictional approach to align relevant stakeholders on
shared objectives forsustainable land use and production, as a means for
long-term market access andsecurity of supply.
SASCI+is implemented together with the Indonesian Ministry of Agriculture,
thepolitical partner of the project. The project furthermore cooperates with
theIndonesian Ministry of the Environment and Forestry, regional and
districtgovernments in the targeted biosphere reserves, as well as stakeholders
fromcivil society, research and the private sector involved in
sustainableagricultural supply chains.
To support theproject in making international concepts on sustainable
agricultural supplychains work in the Indonesian and local context, we seek one
(1) motivated andqualified Indonesian candidate for:
TechnicalAdvisor on Sustainable Supply Chains
A. Responsibilities
· Strengthen the position of the project within the
institutionalenvironment in Indonesia
· Manage the successful engagement of project partnerson the national
level
· Align the conceptual design of the project with theregulatory
environment in Indonesia
· Contribute to the strategic and operational planningof the project
· Contribute to a learning environment, where progressis assed
critically and learnings are used in management
B. Tasks
- Knowledge and advisory services
· Observe relevant developments and build knowledge onpolicies,
regulations, research and initiatives on sustainable agriculturalsupply chains
in Indonesia, including on national agricultural policy as wellas national and
sub-national initiatives
· Provide technical and institutional knowledge to guidestrategic
planning and implementation of the project
· Advise the political and implementing partners as wellas stakeholders
from government, civil society and the private sector onsustainability in
agricultural supply chains, market access and value addition
· Advise and facilitate jurisdictional approaches andmulti-stakeholder
initiatives to align on shared objectives for sustainableproduction and land
use planning
· Provide professional inputs to workshops, seminars andother events
implemented by the project or partners
· Contribute to the development of concepts andmaterials for capacity
development, including guidelines, cooperationagreements, training manuals, and
procedures
· Prepare technical documents and reports as well aspresentations for
the purpose of public communication, project reporting andknowledge sharing
- Partnership management and coordination
· Cooperate and maintain regular contact with relevantparties from
government, civil society, research institutes, private sector andinternational
agencies
· Engage partners on the national level in projectplanning and
implementation
· Facilitate successful cooperation and coordinationbetween and support
by relevant government agencies at national, provincial,and district levels
· Engage stakeholders from government, civil society andthe private
sector in jurisdictional multi-stakeholder initiatives
· Support the project and partners in the design andimplementation of
concepts for sustainable supply chains and public privatepartnerships
· Participate in and contribute to relevant processes,fora, events and
meetings on the national and sub-national level
· Participate in the planning and implementation ofstudy tours, visiting
delegations, exchange visits, missions from GIZ andGerman government
institutions, and other official events
- Project management and coordination
· Support the team in planning, coordination andsuccessful
implementation of project activities on the national level as wellas in the two
biosphere reserves
· Plan and implement project activities in line with GIZprocedures,
rules and regulations, including service contracts, events andfinancing
agreements
· Prepare terms of reference for service contracts orfinancing
agreements and participate in the selection and supervision ofcontracted third
parties
· Coordinate the implementation of project activitieswith team members,
partners and contracted third parties
· Contribute to the design and implementation of acomprehensive
monitoring systems to track progress in the project and to informmanagement
· Organize internal and external events and meetings
C. Required qualifications, competences and experience
· At least a bachelor’s degree and preferably a master’sdegree in
agricultural or business economics, natural resource management,business
management, international relations or a related field, preferablywith a focus
on agricultural commodities, sustainability, and / ormulti-stakeholder
initiatives
· A minimum of 10 years of professional experience, ofwhich at least 5
years in a comparable position
· At least 5 years’ experience in providing advisoryservices on
sustainability in agricultural supply chains to governmentagencies, private
sector associations and development agencies
· Sound knowledge of policies and regulations related toagricultural
commodities, land use planning and climate change in the landsector in
Indonesia
· Knowledge of the international discussion onsustainability in
agricultural supply chains
· Proven experience working in or in close cooperationwith government
agencies, ideally related to the Ministry of Agriculture and /or the Ministry
of Environment and Forestry
· Experience in engaging stakeholders from differentinstitutional
backgrounds in multi-stakeholder initiatives
· Experience in working on a landscape or jurisdictionalapproach, value
chain development, sustainability certification andtraceability desirable
· Experience working for or in cooperation with theprivate sector in
agricultural supply chains strongly preferred; experienceworking in or in
cooperation with an international organization is consideredan advantage
Other knowledge, additionalcompetences
· Strong network with institutions working onagricultural commodities
and sustainability
· Proven ability to engage partners in collaborativeinitiatives or
projects
· Strong analytical, conceptual and problem-solvingskills
· Ability to communicate complex topics to be understoodby a broad
audience
· Knowledge of GIZ instruments, procedures and rules isconsidered an
advantage
· Pro-active attitude, flexibility and interculturalcompetence
· Fluency in written and spoken English indispensable;working knowledge
of German is considered an advantage
