of: Information and CommunicationsTechnology for Development (ICT4D) Officer,
EpiCProject, based in Jakarta, Indonesia.
PROJECT DESCRIPTION:
MeetingTargets and Maintaining Epidemic Control (EpiC), a five-year global
projectfunded by PEPFAR and USAID, is dedicated to achieving and maintaining
HIVepidemic control. The EpiC project providesstrategic technical assistance
(TA) and direct service delivery (DSD) to breakthrough barriers to 95-95-95
andpromote self-reliant management of national HIV programs by improving
HIVcase-finding, prevention, care and treatment programming, and viral
loadsuppression. EpiC is led by FHI 360 with core partners Right to
Care,Palladium, Population Services International (PSI), and Gobee Group.
Theproject also draws upon regional resource partners to provide TA, as well
asglobal resource partners who bring unique capacities.
The EpiCteam’s approach to TA is guided by four mutually reinforcing
principles: (1) afocus on speed, scale, standards, and sustainability; (2)
customizationaccording to local priorities, financing, epidemiology, and the
differentiatedneeds of target populations; (3) adaptive management based on
results; and (4) transition of TA and DSD to localand regional partners to
enable them to receive direct awards. In addition,EpiC applies human-centered
design thinking to resolve persistent challengesalong the HIV service cascade.
The EpiC approaches includes:
· Attain and maintain HIV epidemiccontrol among at-risk adult men, women,
and priority populations
· Attain and maintain HIV epidemiccontrol among key populations
· Improve program management,health information systems, HRH and HIV
financing solutions to attain andmaintain epidemic control
· Support the transition of directfunding and implementation to capable
local partners to meet PEPFAR’s goal ofproviding 70 percent of its funding to
local partners by 2020
JOB SUMMARY/DESCRIPTION:
The ICT4DOfficer will provide critical technical, coordination, and oversight
to theEpiC’s ICT4D activities in Indonesia. The position will implement and
track theICT4D strategies across the five EpiC approaches. The ICT4D Officer
will work closely with avariety of technical team and stakeholders at the
provincial and districtlevels.
The position will be based in Jakarta, Indonesia and openfor Indonesian
nationals candidates only. Suitablyqualified candidates openly living with HIV
and/or who are representative ofthe key populations affected by HIV are also
actively encouraged to apply.
The jobsummary of ICT4D Officer will includes:
· The ICT4D Officer works with the ICT4D Program Manager to
providetechnical assistance to the project in all areas related to ICT4D,
includingsupporting the implementation of the EpiC ICT4D strategy in Jakarta
and GreaterJakarta.
· The ICT4D Officer will provide direct technicalsupport to EpiC partners,
including CSOs, AIDS Commissions (at the provincial,and district levels), PHOs
and DHOs as well as health care providers in Jakartaand Greater Jakarta to
enable them to improve their use of ICT. This willinclude developing
individualized ICT4D strategies for each partner, as well asICT4D-related
trainings, one-on-one technical support, materialdevelopment, and other related
support.
· This position will contribute to the training of civilsociety and
PHO/DHO, PAC/DAC partners in public and private settings to usestate-of-the-art
virtual tools to reach key and priority populations moreeffectively and link
them to discrimination and stigma-free service provision.
· The ICT4D Officer will stay up to date on the latestapproaches and tools
in the use of digital technologies for key populationoutreach and service
provision, including reviewing effective methodologies andmaterials from around
the globe to ensure high quality standards are followed.
· The ICT4D Officer will also provide support to theimplementation of a
digital system that will enable EpiC to administer itstechnical assistance more
effectively to partners. Partners should be able toeasily submit requests, and
EpiC staff should have a system in place thatenables them to easily triage and
respond to those requests. This system shouldalso enable EpiC staff to track
the progress of TA in near real-time and enablequick reporting and analysis.
· The ICT4D Officer will be responsible for maintainingall
software/application/mobile apps that have been produced and launched
byLINKAGES, EpiC and / or LINKAGES-EpiC partners, including involvement in
newsoftware/application development.
· The position will be based in Jakarta and open forIndonesian nationals’
candidates only.
DUTIES AND RESPONSIBILITIES
· Provides technical assistance to achieve EpiCprogrammatic goals, with a
strong focus on the use of mobile, digital, andweb-based tools and approaches.
· Assists Government of Indonesia (GOI) especially atprovince and district
level (PHO, DHO, PAC and DAC), civil societyorganizations and EpiC staff
members and other partners in Indonesia in thetraining of key and priority
population community representatives, peeroutreach and others in the use of
digital tools, platforms, andmetrics/analytical techniques to extend the reach
and effectiveness ofin-person outreach and referral.
· Provides technical assistance to maintained all ofsoftware/application,
including mobile app that have been released by EpIC andor EpiC partners.
· Assists to develop an application/software for onlinesurvey tools using
familiar open-source platform (for example, Open Data Kit orODK).
· Assists to identify barriers to the uptake of HIVservices for key and
priority population groups and ways to address thosebarriers using mobile,
digital, and web-based tools working with civil society,private businesses, and
government.
· Works collaboratively with other HIV projects inJakarta (ex. Global Fund
Principal Recipients), civil society organizations andthe entire EpiC team in
Indonesia and ensures strong coordination among teampartners on the
implementation of technical activities.
· Contributes to the achievement of high-quality resultsin accordance with
the targets identified in the work plan and performancemonitoring plan.
· Contributes to program quality according to FHI 360standards including
quality assurance and quality improvement initiatives.
· Contributes to work plan activities; ensuresappropriate levels of
technical assistance in program operations; coordinatespartner efforts in
program implementation including assisting in the provisionof technical
assistance to each grant partner for the provision of high-qualityservices;
ensure appropriate program monitoring and reporting.
· Contributes to the development of TOR, technicalmanagement of activities
for implementing work plan to ensure that activitytimeframes and budgets are
met, and products are reviewed andfinalized.
· Reports regularly to EpiC ICT4D Advisor on progressand status of ICT
implementation in Jakarta and Greater Jakarta and or EpiCactivities in
Indonesia.
QUALIFICATIONS
· Proven skills in the development and application ofeHealth/mHealth,
survey and other digital tools and approaches for theimplementation and
measurement of HIV prevention, care, and treatment projectsfor KP and PP in
Jakarta and Greater Jakarta or other provinces in Indonesia.
· Proven skills in mentoring, leadership, andnetworking.
· Proven skills in software/application/toolsdevelopment using open-source
platforms, including ODK
· Sensitivity to cultural differences and understandingof the political
and ethical issues surrounding public health issues among keypopulations in
Indonesia.
· Ability to manage and complete numerous tasks with ahigh degree of
organization and limited resources.
· Experience working with civil society organizations toplan and implement
ICT4D strategies.
· Experience of establishing strong workingrelationships with colleagues
from different organizations and cultures.
· Experience identifying, designing, and brokeringpublic-private
partnerships, especially in the technology field.
· Ability to meet deadlines with strong attention toconsistency, detail,
and quality.
· Ability to travel within country or region andinternationally if needed.
EDUCATION/EXPERIENCE:
· Bachelor’s in computer science, Engineering,Information, Communication
and Technology (ICT) or related field.
· At least 5 years of experience working in ICT4D, withat least some
experience specific to eHealth/mHealth.
· Experience with ICT hardware, mobile phones andweb-based technologies in
Indonesia, particularly designing or deploying toolsappropriate to both areas
with high access to mobile networks and the internet,as well as in
low-bandwidth or sub-standard infrastructure environments.
· Experience with open source, mobile and emergingtechnology, particularly
as applied to public health is extremely desirable.
· Experience using Open Data Kit to create mobile-basedsurveys and manage
data aggregation.
· At least 3 years of demonstrated excellence in asenior level technical
Officer and leadership position, preferably in aninternational development
context and working with key population groups.
· Experience developing and delivering presentations, workshops,and
trainings to multiple types of audiences.
· Excellent oral and written communication skills inEnglish and Bahasa
Indonesian.
