Position Title: Technical Advisor, HIV Community Based Services

The USAID-funded project, Linkages Across the Continuum ofHIV Services for Key
Populations Affected by HIV (LINKAGES), under thePresident's Emergency Plan for
AIDS Relief (PEPFAR) program is implemented byFHI 360 in partnership with Pact,
IntraHealth International and the Universityof North Carolina at Chapel Hill,
and conducts a range of activities to reduceHIV transmission among key
populations (KP) â sex workers, men who have sexwith men, transgender persons
and people who inject drugs â and improve theirenrollment and retention in
care and treatment across the HIV cascade. LINKAGESwill accelerate the ability
of governments, key population leaders,organizations working with key
populations, and private-sector providers toplan and implement services that
reduce HIV transmission among key populationsand their sexual partners and
extend the lives of those already living withHIV. The key elements of the FHI
360-led teamâs strategic and technicalapproach are:

â¢Â        Diagnosing âleaksâ andrevealing access barriers within
the HIV services cascade,
â¢Â        Scaling up âwhat worksâwhile innovating to ensure the

organizations,
â¢Â        Ensuring interventions aresustainable over the long term, and
â¢Â        Supporting themainstreaming of human rights, gender and
competency and capacity development.

JOBSUMMARY/DESCRIPTION:
Â
The Technical Advisor, HIV Community-Based Services isresponsible for providing
technical leadership and innovation in HIVcommunity-based services for the
LINKAGES project in Indonesia. HIVcommunity-based services include outreach for
key populations; case finding andmanagement across the HIV cascade; and the use
of information communicationstechnologies (ICT).

The Technical Advisor, HIV Community-Based Services overseesHIV community-based
strategies, interventions, staffing and partnerships. S/heis responsible for
(a) providing technical leadership, assistance and oversighton HIV
community-based services; (b) managing and supporting LINKAGES technicalstaff
to develop, carry out, and complete HIV community-based servicedeliverables in
a quality and timely fashion; (c) ensuring the quality and useof data across
community-based programming; and (d) contributing to theIndonesia evidence base
in HIV outreach. S/he will also be responsible for thedevelopment of the annual
and quarterly work plans, budgets, and satisfactoryresponses to all reporting
requirements for community-based service supportactivities in the targeted
provinces. S/he will facilitate coordination of allcommunity-based services
with national, provincial and district level GOI andCSO stakeholders.

DUTIES AND RESPONSIBILITIES
Â
·      Responsible for thedevelopment, implementation and oversight of
LINKAGES HIV community-basedservices strategy in Jakarta, Indonesia.
·      Lead appropriate localstrategies for related community-based
services support at the national,provincial and district levels.
·      Develop, implement and test HIVoutreach innovations,
particularly ICT-enabled approaches, in collaborationwith other relevant teams.
·      Incorporate scientific evidencebase into HIV community-based
programming.
·      Responsible for the developmentof the annual and quarterly work
plans, budgets, and all relevant reportingrequirements related to HIV
community-based services in the LINKAGES program.
·      Ensure the achievement of highquality results/deliverables in
accordance with the targets identified in theLINKAGES work plan and performance
monitoring plan.
·      Coordinate with the Ministry ofHealth, Provincial Health Office
and Provincial AIDS Commission, CSOs andcommunity groups in Jakarta to support
direct service delivery and technicalassistance for HIV community-based
services.
·      Oversee the production of timelyand accurate technical reports
and materials, as required by the LINKAGESprogram.
·      Facilitate the development andutilization of appropriate quality
control and quality assurance systems forall aspects of HIV community-based
services.
·      Provide technical leadership onthe HIV CoPC cascade, and
facilitate community-facility linkages.
·      Monitor all community-basedservice activities in the provinces
and identify significant issues and providerecommendations to improve the
LINKAGES program.
·      Represent LINKAGES at seniorlevel meetings and conferences
·      Directly manage up to 3 staffand a variety of LINKAGES Special
Experts
·      Report regularly to theLINKAGES Chief of Party or Program
Manager/Indonesia on progress and status ofLINKAGES HIV community-based service
activities in Indonesia
·      Perform other relevant dutiesas assigned

QUALIFICATIONS
Â
·      Comprehensive knowledge andpractice of HIV community-based
services
·      Understands the HIV-related needsof key population groups in
Indonesia, including female sex workers, men whohave sex with men, PWID and
transgender individuals and has worked to supportand implement HIV
community-based activities that reduce stigma anddiscrimination
·      Excellent and demonstrated projectmanagement, supervisory and
capacity building skills
·      Sensitivity to culturaldifferences and understanding of the
political and ethical issues surroundingpublic health issues among key
populations in Indonesia
·      Ability to provide strategicleadership and advice to team,
exchange information and collaborate withcolleagues and peers within and
outside the organization/project
·      Ability to meet deadlines withstrong attention to consistency,
detail, and quality
·      Ability to travel within countryor region and internationally if
needed

MINIMUMREQUIREMENT STANDARDS:
Education/Experience:
·      Post-graduate degree in relevant field
·      At least 7 years of demonstrated key populationgroup technical
expertise, with substantial HIV community-based experience withFSW, PWID, MSM
and TG
·      Demonstrated capacity building, management andpartnership
experience
·      Proficient in both written and spoken English languageand fluent
in Bahasa Indonesian
·      Experience with U.S. government rules andregulations and
experience working in an international NGO/PVO environmentdesirable.
