FHI 360 is currently recruiting for the positionof Partnership Administrative
Officer forMADANI, USAID’s civil society support initiative that began in March
2019. Theproject focuses on developing the capacity of civil society
organizations(CSOs) to increase accountability and tolerance at the district
level.Provinces of intervention will include West Java, East Java, Central
Java, Banten,West Kalimantan, and South Sulawesi.
Position Description:
The position isresponsible for providing technical and administrative aspects
of the project’scost share in support of its goals and objectives. He/she
ensures that thecost share and its processes are managed according to policies
andstandards. He/she supports in the compliance by potential costshare
partners in time and content of cost share correspondence,communications, and
products. Works closely with others for the deliveryof cost share requirements
and seeks to integrate actions and plans withprogram strategies.
ThePartnership Administrative Officer will work as part of the Finance
andAdministration Team under the leadership of Finance Manager to manage cost
share-related aspect withmany different stakeholders, such as local
governments, CSOs, privatefoundations/charity, private sectors, and many
others. The Officer will serve as a focal point for MADANI on cost share.
The positionwill be based in Jakarta, Indonesia.
DUTIESAND RESPONSIBILITIES
OperationalDuties:
- Provide support to the technical and program staff/team oncost share
documentation aspect, including develop, maintain, and update acomprehensive
electronic and paper filing system on cost share partners;
- Coordinate and work closely with the field-basedcoordinators on local
potential partners for cost share;
- Assist technical team with routine project management relatedto cost
share;
- Work closely with MEL Team to ensure the partnership/collaborations as
well as its cost sharesfunds generated are well tracked and documented for
outreach and lesson learnedpurposes;
- Serve as point of contact for all cost share relatedissues for the
project.
Financial Duties:
- Prepare anddevelop cost share budget, justification, and letter of
commitment;
- Negotiatecost share commitments from potential partners;
- Work closely with the Finance and Administration team onmanaging cost
share, i.e., administering, documenting, verifying, and reportingcost share
items;
- Prepare monthly cost share reports and ensure properbackup
documentation are obtained, filed and properly reported;
- Prepare summary of cost share;
- Perform other duties as assigned.
Qualifications:
- Bachelor’sdegree in relevant subject, i.e., Accounting,
Finance,Business Administration and/or related
fields;
- A minimum of 5 years of full-time Professional experience infinancial
management and administration preferably in a non-profit setting
(developmentorganizations/NGOs - both international and/or domestic);
- Experiencein managing cost share;
- Familiaritywith USAID’s cost share rules and regulations;
- Excellentwritten and oral communication skills in English and Bahasa
Indonesia required;
- Abilityto meet deadlines with strong attention to consistency, detail,
and quality;
- Ableto work independently and on a team;
- Abilityto travel within country if needed.

logistics and travel arrangements and incompliance with the
administrativerequirement of the project in coordination with all divisions
within MADANI;
- Perform other administrative tasksconsistently with the overall scope
for this post as directed;
- Other duties as assigned.
Qualifications:
- Bachelor’sdegree in Finance, Business Administrationand/or related
subject with strong grounding in social development;
- A minimum of 5 years of full-time professional experience in
traveladministration;
- Familiaritywith USAID’s rules and regulations, is preferred;
- Proficientin English, written and spoken;
- Abilityto meet deadlines with strong attention to consistency, detail,
and quality;
- Ableto work independently and on a team;
- Experienced in the usage of computers and office softwarepackages is
required.

Position Title: Senior Finance Manager
JOB SUMMARY/DESCRIPTION:
The Senior Finance Manager will oversee soundfinancial management, subgrant
management and overall administration of the TBPSproject. S/he will ensure the
project functions efficiently in all financialand administrative matters. S/He
will also provide financial technical assistanceand develop the capacity of
partner organizations in country. S/He will ensurethe achievement of all
financial controland performance objectives in accordance with requirements of
FHI360, TBPS, andUSAID.
DUTIES AND RESPONSIBILITIES:
· Review andanalyze monthly financial budgets, both actual and forecast.
Direct and managethe program budget in accordance with the approved annual
budget and monitorthe expenditures on an on-going basis.
· Provideleadership and support for all financial management areas,
includingaccounting, payments, reporting systems and procedures. Coordinate
with relatedstaff to ensure that project budgets, accounting and fiscal control
proceduresare implemented effectively.
· Review and approve monthlyclose financial reports for submission to
Corporate Accounting.
· Review the financial transactionsof the TBPS project to ensure
compliance with Indonesian tax laws and regulations.
· Responsiblefor all financial reporting including donor reports, annual
VAT ; quarterlyaccruals, monthly labor allocation, separation accruals, and
country-specific;and tracking of subaward expenditures.
· Providetimely and accurate financial reports to company management and
funders, asrequired.
· Workwith technical staff to prepare and monitor approved budgets for
assignedinterventions.
· Ensure all activitiesrelated to financial management are carried out in
conformance with policiesand procedures established by FHI 360, TBPS and USAID.
· Provide recommendationsand consult with the TBPS Chief of Party/Project
Director on financialcompliance issues.
· Oversee themonitoring and review of subproject financial reports to
ensure compliance withsubproject budgets, FHI 360 and TBPS policies, and USAID
rules and regulations.Ensure that each invoice is uploaded into the Subaward
Tracking (SAT) database.
· Perform review ofproject expenses and review all documentation related
to VAT-exemptionrequests. Update and maintain internalcontrol system for all
VAT related transactions and exemption requests.
· Supervise the daily workof finance staff members.
· Keep abreast with thelatest trends in financial accounting and mentor
staff. Build capacity offinance staff on financial policies and procedures,
GAAP practices, etc.
· Ensure all the taxcalculations are correct for FHI 360.
· Manage the finance teamwithin TBPS project.
· Participateand contribute to the overall mission of FHI 360 and perform
other duties asassigned.
QUALIFICATIONS
Education/Experience:
· Bachelordegree in Business Administration, Finance or Accounting or
related field, andover 10 years’ relevant experience in a business setting.
Master degree will bean advantage
· Proficiencyin spreadsheet software.
· Priorexperience working on USAID programs and working in an
international NGOenvironment.
· Experienced andknowledgeable in Indonesian Taxation Regulation. Tax
Brevet A and B will be anadvantage.
· Must be ableto read, write and speak fluent English.
· DeltekCostpoint enterprise software system experience is preferred.
· Workingknowledge of office software, including Word and Excel.
· Must be wellorganized, self-starter with attention to detail.
· Must haveexcellent communication skills and good command in both
written and spokenBahasa Indonesian and English.
