National Support for Local Investment Climates (NSLIC) /National Support for
Enhancing Local and Regional Economic Development(NSELRED) Project is
undertaken in partnership with the Government ofIndonesia through the National
Planning Agency (BAPPENAS) with the financialsupport of the Government of
Canada provided through Global Affairs Canada(GAC) with capacity building for
improving local investment climates and localeconomic development in selected
Districts in 2 Provinces - Southeast Sulawesiand Gorontalo.
NSLIC / NSELRED Project is currently looking "LocalInvestment Climate Advisor",
Jakarta based.
Overview: The Local Investment Climate Advisor is basedin Indonesia and
responsible for advising on investment climate support activitiesunder
Immediate Outcome 1110 (Improved ability of national and local governmentsto
address constraints in business regulations and licensing that
impedegender-responsive, environmentally sustainable economic growth) of the
projectLogic Model.
The key responsibilities of the Local Investment ClimateAdvisor during the
implementation phase of the project will include thefollowing:
- Provide inputs in the development ofthe Annual Workplans;
- Provide contributions to resultstracking and progress reports;
- Work closely with the ProvincialCoordinators and District Facilitators in
the planning and implementation of InvestmentClimate capacity development
activities;
- Provide technical advice and supportto national and local government and
non – government project partners,including private sector actors, regarding
the LRED consultations, planning,monitoring, regulatory impact and licensing
including the Online – SingleSubmissions
- Provide technical expertise tomaximize the results from the local
investment climate activities;
- Facilitate coordination andcollaborative work among the short-term
advisors and experts in the delivery ofsupport to investment climate;
- Identify new practices and programsto achieve LRED targets for
consideration by the project partners;
- Coordinate with other projects advisors and specialists to integrate GAC’s
cross-cutting themes (genderequality, environment, and governance) throughout
the project;
- Maintain up to date knowledge oninvestment climate efforts by national and
international partners to identifysynergies and benefit from lessons learned;
and
- Maintain open communications withlocal stakeholders, project partners, and
staff.
Qualifications:
Education:An postgraduate degree in a relevant subject (e.g.economy, social
sciences) is required.
Experience:
- At least 10 years’ experience working with national andlocal governments,
non-government, and related stakeholders regarding the LRED,regulatory
analysis, business permit and licensing
- At least 5 years’ experience building the capacity andproviding technical
services on the investment climate in Indonesia, demonstratinga sound
understanding of efforts by national and international partners
Knowledge:
- A good understanding of Indonesian culture particularly asit relates
private sector investments and business operations
- Familiarity with local investment climate context inIndonesia, including
business development services at national and locallevels.
Skills:
- Strong communication and presentation skills, includingknowledge of
PowerPoint.
- Ability to work well with people from differentbackgrounds and levels of
responsibility.
- Excellent writing skills.
- Good command of spoken and written English would be anasset.
