National Support for Local Investment Climates (NSLIC) / National Support for
Enhancing Local and Regional Economic Development (NSELRED) National Support
for Local Investment Climates (NSLIC) / National Support for Enhancing Local
and Regional Economic Development (NSELRED) Project is undertaken in
partnership with Government of Indonesia through the National lanning Agency
(BAPPENAS) with the financial support of the Government of Canada provided
through Global Affairs Canada (GAC) with capacity building for improving local
investment climates and local economic development in selected Districts in 2
Provinces - Southeast Sulawesi and Gorontalo.
NSLIC / NSELRED Project is curently looking "Local Business Development
Services (BDS) and SME Advisor", Jakarta based.
Overview: The Local BDS and SME Advisor is based inIndonesia and responsible
for advising on BDS and SME support activities underImmediate Outcome 1220
(Increased access by enterprises to gender-responsive,environmentally conscious
business development services) of the project LogicModel.
The key responsibilities of the local BDS and SME Advisorduring the
implementation phase of the project will include the following
- Provide inputs in the development ofthe Annual Workplans;
- Provide contributions to results trackingand progress reports;
- Work closely with the ProvincialCoordinators and District Facilitators in
the planning and implementation ofBDS and the SME capacity development
activities;
- Provide technical advice and supportto SME, districts/cities and
provincial government, non-government projectpartners and related stakeholders
regarding SME development and improving localcompetitiveness;
- Provide technical expertise tomaximize the results from the BDS and SME
activities;
- Facilitate coordination andcollaborative work among the short-term
advisors and experts in the delivery ofsupport to BDS and SMEs;
- Identify new practices and programsto achieve LRED targets for
consideration by the project partners;
- Coordinate with other projectadvisors and specialists to integrate GAC’s
cross-cutting themes (genderequality, environment and governance) throughout
the project;
- Maintain up to date knowledge onBDS, sector support, SME development and
local competitiveness efforts bynational and international partners to identify
synergies and benefit fromlessons learned; and
- Maintain open communications withlocal stakeholders, project partners and
staff.
Qualifications:
Education:
An postgraduate degree in a relevantsubject (e.g. economy, social sciences) is
required.
Experience:
- At least 10 years’ experience workingwith governments, non-government,
SMEs and related stakeholders regarding SMEdevelopment and improving local
competitiveness
- At least 5 years’ experience building thecapacity and providing technical
services of BDS in Indonesia, demonstrating asound understanding of efforts by
national and international partners
Knowledge:
- A good understanding of Indonesianculture particularly as it relates
private sector investments and businessoperations
- Familiarity with local investment climatecontext in Indonesia, including
business development services at national andlocal levels
Skills:
- Strong communication and presentationskills, including knowledge of
PowerPoint.
- Ability to work well with people fromdifferent backgrounds and levels of
responsibility.
- Excellent writing skills.
- Good command of spoken and writtenEnglish would be an asset.
