II. Organizational Context
To enable and facilitate development of human resource capacity in
theIndonesian SIAP Project by establishing and operationalizing fire management
Clustersin targeted rural districts in Indonesia. This includes an
acceleratedprogramme of training and skills transfer to Cluster members and
operationalfire management resources. The SIAP project is a ground breaking
endeavourwhereby SIAP Project partners (Government of Indonesia, UN Environment
andKishugu) have the opportunity to lay the foundations of a
fundamentalcollaboration and IFM mind shift change in Indonesia. The Deputy
ClusterManagers will be key in developing local Integrated Fire Management
capacity inthe Clusters.
Due to the many similarities of environmental,socio-economic and political
dynamics in Indonesia, having sound knowledge ofthe international best practice
as manifested in the South African models areparamount. This will be combined
with building knowledge on Indonesianregulations and operational realities and
combining these for best effect. Theskill will be in recognising both the
similarities and differences and gentlyguiding the process onward. It is
imperative that the Managers have sound headand heart knowledge of every facet
of Integrated Fire Management. There is a needfor competent advice on all of
the client’s needs, and develop capacity to passthose skills on. Fostering this
capacity is critical for developing core andredundancy in skill sets, both
operational and strategic, and ultimatelyensuring sustainability of the Project.
Kemitraan (Partnership) together with UNEP and Kishugudeveloped a project plan
for the pilot implementation of Cluster-BasedIntegrated Fire Management in Ogan
Komering Ilir Regency (South Sumatera),Pelalawan Regency (Riau) and Pulang
Pisau Regency (Central Kalimantan). Tooversee and coordinate the project
management and implementation in eachCluster, the Project requires 3 position
of Deputy Cluster Manager.
III. Functions
Summary of Key Functions :
1. Coordination of Project-Related Activities.
– Provide a necessary institutional back up for Project Management Office,
inlieu of Project
Manager and National Experts (Fire, Finance and Legal).
– Contribute to the all reports.
– Assisting Project Manager in program planning, desain, implementing
andmonitoring of the project at the local (provinces/district) level.
– Assisting Project Manager in identification, development, and execution
ofproject strategy at the local level.
– Reports to Project Manager about the progress of the project implementation.
– Develop and maintain project records such as databases, reports and recordsof
decisions.
– Keep regular communications and coordinations with Cluster Manager,
DeputyCluster Manager and Project Manager.
– Assisting Project Manager to develop communication and outreach product
inlocal level.
2. Monitoring and Evaluation
– In collaboration with Monitoring, Evaluation, and Learning unit,
elaboratesand assures that monitoring is conducted according to the framework.
– Assisting Project Manager to assures that the indicators of
achievementsrelated to the projects
are fulfilled.
– Assisting Project Manager to assures that direct project costs are beingspent
in accordance with the budget.
– Prepare and deliver three-monthly progress report to Project Manager
3. External Relations
– Assisting National Experts and Project Manager in strategic
communicationswith key government officials in the provincial and district
level.
– National Expert and Project Manager to develop and maintain
proactive,positive and professional relationships with key government
officialsespecially BNPB, KLHK, BPBD, Manggala Agni, Forestry Office,
EnvironmentOfficer and other relevant offices at the local level, including
partnerorganizations, CSOs, and local media;
– Maintain responsible media coverage of project events in coordination
withCommunication
Team.
4. Administration
– Ensures that all projects related administrative tasks are fulfilled
(datarecord, correspondents, support in any events, etc)
– Ensure project compliance with Kemitraan’s policies and procedures.
IV. Impact of Results
Deputy Cluster Managers will report to Project Manager SIAP IFM.
Working with Cluster Manager, being trained and mentored to become
ClusterManager, and Cluster Members, operational fire managers of Cluster
Members andup to 20 ToT trainers in each Cluster.

VI. Recruitment Qualifications
Educations
– Minimum Senior High School/Tertiary qualification being a degree or
diploma in forestry or wild fire related subjects/Equivalent on the jobtraining
being able to demonstrate the same technical and behavioral and skillsattained
by extensive practical experience.
– Preferable Bachelor Degree in Forestry or Agriculture.
Experiences
– Minimum 5 years of experience in peatland/environment/climate change
project implementation (for Senior High School or diploma in forestry or
wildfire related subjects); experience in fire management project would be
anadvantage.
– Minimum of 5 years of experience in managing cooperation with
governmentagencies or private sector.
– Minimum 5 years of IFM operational exposure and experience, with 2 years
insenior position
– Minimum of 2 years in IFM training and mentorship functions
– Experiences work with BNPB, BPBD, Manggala Agni, Forestry and
Military.
– Having deep knowledge on Fire Fighters Handbook, Fire Managers
Handbook,Aerial Firefighting Handbook, NIMS / ICS Fire line Handbook, WoF BOPs
and SOPs,Wildfire origin and cause – PMS412, Integrated Fire Management,
relevantwildfire legislation and regulation (SA or equivalent with Indonesia to
beprovided) would be advantages.
– Experiences in forest and land fire would be a big plus.
– Experiences in using Microsoft Office
– Experience assisting in report writing, project management and good skill
onthe use of ICT.
– Having good knowledge regarding the current socio-political and
economicconditions; forestry issues, landscape approach, forest and land fire;
climatechange, mitigate impact of fire on the landscape & economy;
fireManagement/wildfire management; fire-related disaster risk.
– Fluency in written and spoken English and Bahasa Indonesia
