Partnership for Governance Reform(Kemitraan) is currently implementing a
program in Protecting Human RightsDefenders for Sustainable Development in
Indonesia with the support from TheEmbassy of The Kingdom of The Netherlands.
The overall goals of the program areto improve regulation/policy on the
protection of human rights defenders inenvironment sector, improve protection
mechanism for human rights defenders inenvironment sector and capacitate civil
society who are working in theenvironment sector through increased activity in
promoting and advancing humanrights.
The scope of the programincludes, among other things: creating an online
database on human rightsdefender related to natural resources in Indonesia.
This database willinteractively provide, receive data, and continue to develop
over time regardingthe protection of
attacks/threats/intimidation/criminalization on thedisclosers of crimes/human
rights defenders related to natural resources inIndonesia. Thus, the online
database will be an open source of learning andreferences on human rights
defenders.
The database will include datasuch as, but not limited to: 1) profile of human
rights defenders whoexperienced attacks/threats/intimidation/criminalization;
2) trend analyses ofthe protection of disclosers of crimes related to natural
resources; 3) publiccampaign products; 4) public education materials; 5)
learning materials forhuman rights defenders’ communities; and 6) public
complaint channels that canbe accessed by human rights defenders. The scope of
information provided in theonline database will refer to the program design and
the recommendations of theneeds assessment for the human rights defenders
database conducted by the HRDprogram.
Kemitraan fully recognizes genderequality and promotes gender mainstreaming as
important components to ensurethe achievement of good governance and
Sustainability Development Goals(SDG’s). Kemitraan believes that gender
mainstreaming is crucial in the programapproaches and key to successful
achievement of the program which aims to bringpositive impact to both women,
men and others. Therefore, in creating the online database, Kemitraan will
ensure thatgender mainstreaming will be adopted thoroughly.
To create the online database,Kemitraan is recruiting a system development
consultant who will develop theplatform and conduct piloting of the online
database on human rights defendersrelated to natural resources.
II. Job Purposes
The main activity that will be conducted by the consultantis establishing an
online database that will provide and receive datainteractively and continue to
develop over time about human rights defendersrelated to natural resources in
Indonesia. The database will include data suchas, but not limited to, profile
of human rights defenders, trend analysis ofhuman rights defenders protection,
public campaign products on human rightsdefenders, online learning information
for community of human rights defenders,online public complaint channel for
human rights defenders and other relevantinformation as analyzed in Kemitraan’s
database needs assessment and designconcept. The consultant will also conduct
piloting of the established design toensure the functionality of the system.
The consultant is required to:
Ø Understandthe needs assessment document on human rights defenders online
system;
Ø Understandthe design concept on human rights defenders online system;
Ø Developa gender sensitive human rights defenders online system according to
needsassessment and design concept prepared by Kemitraan;
Ø Comeup with recommendation to further strengthen the human rights defenders
onlinesystem beyond the needs assessment and design concept as necessary;
Ø Conductpiloting of the developed human rights defenders online system;
Ø Comeup with recommendation on collectively managing the human rights
defendersonline system and its sustainability;
Ø Createa guideline on managing and using the human rights defenders online
system;
Ø Provideother necessary actions as needed by the program team.
III. Principal Accountabilities
Developing an online databaseon human rights defenders online system
related to natural resources.He/She/They will work together with Human Rights
Defenders Team for Protectionof Human Rights Defenders for Sustainable
Development in Indonesia. He/She/Theywill also be working closely with the
national experts in the Human RightsDefenders project, and ensuring that gender
perspective is enforced in theresearch.
IV. Deliverables
Ø An online system on human rights defendersrelated to natural resources;
Ø A guideline on using and managing the humanrights defenders online system
related to natural resources, along with thesustainability plan.

IV. Qualifications
Education:
Minimum Bachelor degree (S1) in social science, informationand technology, and
other subject of relevance.
1. Experience:
a) More than 3 years of relevant experience isrequired at the national
level on the field of developing system and/or alike;
b) Have sufficient knowledge regarding human rightsissue in local, national
and international level;
c) Have sufficient knowledge regarding naturalresources and digital
protection issue in Indonesia;
d) Have had experience in collaborating withNon-Governmental Organizations;
e) Experience in the usage of computers and officesoftware packages,
knowledge of spreadsheet;
f) Experience in cooperating withmulti-stakeholders such as government
agencies, civil society organizations,social-political figures, and grassroots
communities, as well as donors;
g) Experience and skills in facilitating thedevelopment of
multi-stakeholders for a both at the national and local levels.
2. Skills:
a) Skillful in accomplishing both programmaticquality assurance as well as
procedural and administrative accountability;
b) Well-developed analytical and presentationskills;
c) Clear commitment to governance reform especiallyin the area of gender
perspective;
d) Have excellent skill in report writing and theuse of ICT;
e) Good interpersonal skills, especially in dealingwith personalities in
the governments, local communities and other agencies;
f) Humble in character and patient in listening tostakeholders is a must;
g) Fluency in English with excellent verbal anddrafting skills;
h) Have availability to carry out necessary travelassignment;
i) Team player, able to work respectfully andcooperatively with
colleagues of different nationalities and cultural background.
