Consultancy services for Strengthening CSR Forum &Public Private Partnership
for domestic wastewater development in Tasikmalaya.

The Water,Sanitation, and Hygiene Sustainable Development Goals (WASH SDGs)
Programme
SNV understands safe urbansanitation and hygiene services as a pre-condition
for health and economicdevelopment in cities. With urban growth in Indonesia
averaging 4.4% a year(World Bank, 2016), a failure to invest in urban
sanitation will become abarrier for almost any development. Access to
sanitation is a human right andgovernments are the duty bearers of progressive
realisation of this right. Withthe Sustainable Development Goals (SDGs),
Indonesia’s governments has committedto work towards universal access of safely
managed sanitation services andimproved hygiene.
Through its DGIS fundedWASH SDGs programme, SNV supports local governments of
Bandar Lampung &Metro Cities in Lampung Province and Tasikmalaya City in West
Java Province toachieve sustainable and inclusive city-wide sanitation service
in their area.In partnership with national and government counterparts, the
WASH SDGs programmeaims to improve the way human waste is managed by addressing
the entiresanitation chain and answering different needs among the population
withappropriate and sustainable service delivery models.
- BACKGROUND
Effortsto achieve access to clean water and sanitation have always been
challenges indevelopment sector especially at the government level. At the
global level,efforts to provide access to clean water and sanitation has been
one of theMDGs (2000-2015) and carried forward through Sustainable Development
Goals(2015-2030) under 6.2 target By 2030:achieve adequate & equitable
sanitation and hygiene for all and end opendefecation, paying special attention
to the needs of women and girls and thosein vulnerable situations.
Governmentof Indonesia support the SDGs by issuing Presidential Decree no.
59/2017 andtargeting achievement of domestic waste water management under 6.2:
provideaccess to safe and improved sanitation for all and end open defecation
by 2030and become priority in the NationalMedium Term Development Plan (RPJMN
2019-2024).
Engagingbusiness actors and private sectors are some of City government efforts
toaccelerate development of domestic wastewater management and ending
opendefecation practices towards safely managed sanitation that also
supportingNational target.
Governmentof Tasikmalaya has issued City Regulation (Perda) no. 4/2015 with
regards tothe guidelines on managing Corporate Social Responsibility (CSR)
programs,partnership and environmental responsibility that aim to optimize CSR
funds tosupport successful development in the city through synergizing of
governmentrole, business actors and community. The business society and
private sectorshave strong capacity and more advanced in terms of technology,
modality, humanresources, management and market networks.
Tosupport implementation of the Perda, Tasikmalaya City have established
CSRforum that managed by Bappelitbangda as platform for coordination and
sharingbetween government, private sectors and community. Bappelitbangda also
hasdeveloped a website for flexible coordination and interactive
communicationwith various menus and options for all related stakeholders to
interact ,participate and contribute however both of these platform have not
functionedand plenty of potential fund and resources remains un-utilized.
Inline with this regulation and support City government to implement it, SNV
havefacilitated linkages with various stakeholders such as: business
actors,community, civil society organization, services providers to maximizing
contributionand participation of privates sectors and CSR fund management as
potentialresources in supporting city development especially ending open
defecationpractices towards safely managedsanitation.
Back in May 2019, SNV haveconducted public discussion by inviting
representatives from local governmentunit, DPRD, business actors and Bappeda
from West Java Province to identify andmap out strategies to manage CSR fund
and public private partnership forincreasing collaboration & innovation as
potential resources to acceleratedomestic wastewater development in the City.
Atleast there are 3 (three) main challenges identified in managing CSR
fundsduring the discussion:
1) Manyof business community that does not understand CSR concept.2)
CSR has not become a regular program and isplaced as an ordinary voluntary
donation activity from the company to thecommunity.3) Generally, government
has not placed thebusiness community as an equal development partner.
Inaddition to the Perda issued by the city, SNV believes that business
societyand private actors have ethical commitment and willingness to act
andparticipate in building a better social environment within the city that
theyoperating.
Tooptimize the opportunity of CSR resources in supporting water and sanitation
development goals,especially development of domestic wastewater, ending open
defecation practicestowards safely managed sanitation, it is important for SNV
to support Tasikmalaya City to strengthened CSR forumsand CSR website that
have been established to operate and function efficiently to
facilitatepartnerships and bring-together potential resources and funding
opportunitythat can provide mutual benefits not only for businesses community
but also to thecommunity in supporting sector development target that set by
the National andlocal government.
- OBJECTIVE
Through strengthening CSR forum, SNV’s WASH SDGs program aims tosupport
Government of Tasikmalaya :
(1) To increaseawareness on the domestic wastewater development condition and
needs in the city to business actors and private sectors.
(2) Collect andanalyzing data and information of business actors and private
sectors thatoperate in the city including type of business unit, potential
interest infunding and opportunity to contribute to domestic wastewater
development sectorin 10 Kecamatan.
(3) To increaseknowledge and understanding on the potential resources and
funding opportunitythat can be used by the community with regards to domestic
wastewaterdevelopment.
(4) Developingsuitable and sustainable partnership model and financial
mechanism betweencommunity, business actors/private sectors & government of
Tasikmalaya(crowd funding / public private partnership) that facilitate
linkages tosupport domestic wastewater development.
3. EXPECTEDRESULTS :
(1) Private sectorsaware of domestic wastewater issues and needs in Tasikmalaya
and their possibleparticipation and contribution to solve the problem.
(2) Communities understandCSR as potential resources and can access CSR fund to
improve domesticwastewater facilities through partnership with related private
sector/businessactors.
(3) Bappelitbangdathat managed CSR forum and website in the city have capacity
to manage,coordinate and monitor CSR participation and contribution from each
privatesector/business actor for better management of CSR contribution,
distributionand sustainability. (including: crowd funding mechanism on the
sanitation needsas per relevant area)
- METHODOLOGY
Datacollection method :
Primarydata collection
Primary data collection throughfield visits, surveys, semi-structured
interviews, key informant interview(KII), focus group discussions (FGD) may be
done as relevant. Where nationaland local authorities need to be consulted, the
selected consultant team shouldcoordinate with City Coordinator/City advisor
and should follow SNV’sguidelines/ protocols.
Secondarydata collection
Secondarydata collection may be conducted through desk review.
Consultancy Aspects:
- Literature review on the knowledge of potential CSR fund and public
private partnership (approach, type of partnership, financial mechanism,
sustainability, environmental condition, inclusivity and others as relevant,
incentive and benefit for the private sectors as return).
- Private sector and community segmentations (location, type and scale of
business /home industry, interest, type of domestic wastewater needs
(individual toilet/septic tank, communal system, promotion, socialization, etc.)

- DELIVERABLE AND TIME FRAME
The expected deliverables from theselected consultants are:
a. Detailed assessment protocol, includingassessment questions, detailed
methodology, and work plan;
b. Preliminary Report, in English, with a 2-3pages summary in Bahasa
Indonesia;
c. FinalDraft Report, in English, with a 2-3 pages summary in Bahasa
Indonesia;
d. Final Report in English, with a 2-3 pagessummary in Bahasa Indonesia,
submitted within seven days of receiving comments.
e. A Power Point presentation with the keyfindings and recommendations, in
Englishand in Indonesian (to be delivered to Tasikmalaya LG)
This consultancy period is 8 weeks andmaybe started in June 2020 (as soon as
possible upon consultant appointment andcontract assignment).
- RESPONSIBILITIES
SNV
- Advise on the assessment set up and design, provide feedback as required;
- Pay the fee and costs related to the research;
- Assist with arranging contact with relevant stakeholders (interview, FGD,
etc.) as required.
Consultants/Assessment Team
- Lead the assessment and reports writing;
- Involve SNV and relevant local government in the process.
- BUDGET
The applicants are requested to submit afinancial proposal which covers
consultancy fee and activity costs as relevant.
SNV willcover all relevant activity costs, i.e. travels and accommodation costs
forthe field activities according to SNV’s internal policy.
- IMPLEMENTATION ARRANGEMENT
Consultants will report to TasikmalayaCity Coordinator and will work closely
with City advisor assigned to supportthe assessment.
Paymentwill be made in IDR to the agreed account.
- QUALIFICATIONS
A team of consultants is expected (not asingle individual), up to 4 members.
The consultant team should be comprised of(at least):
- One highly qualified (masters level minimum and 5 years’ experience)
business/social/sanitation (or a relevant academic background)
- One highly qualified (masters level minimum and 5 years’ experience)
business/market research / analyst
- One qualified social sciences expert, able to deal with socio-cultural/
acceptability aspects
- Other(s) with relevant profile
The consultant team must be fluent inBahasa Indonesia and able to write report
in English.
