esia
*O**VE**R**V**I**EW**:*
The USAID-funded Global Health Supply Chain-Procurement & Supply Management
project (GHSC-PSM) is being implemented by Chemonics International. GHSC-PSM
is the primary vehicle through which USAID
1) procures and provides health commodities, 2) provides technical assistanc
e to improve partner country management of the health supply chain, and 3) c
ollaborates with key international stakeholders to support global health ini
tiatives.
In Indonesia, GHSC-PSM operates under the U.S. President’s Emergency Plan
for AIDS Relief (PEPFAR) funded task order to conduct HIV and tuberculosis s
upply chain strengthening activities that support Indonesia on its journey
to self-reliance. The focus of the project in Indonesia is to provide techni
cal assistance in supply chain management to the Ministry of Health for HIV,
TB, and laboratory commodities, in support of the national HIV/AIDS and TB
programs in the country. At the national level, the project supports the Dir
ectorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and
TB), the Directorate of Quality and Health Services Accreditation (Laborator
y services), and the Directorate of Public Medicine and Health Supplies. The
project provides support to Jakarta Province and selected districts in some
provinces based on request from USAID.
Based on the National Strategy for TB Control in Indonesia 2020–2024, it is
targeted that the proportion of all TB cases detected using TCM is 65% by 20
21. The target number of health facilities equipped with TCM as an initial
TB examination in 2021 is 1,744 health facilities and the target number of
TCM machine needs in 2021 is 1,796 tools. As of November 2020,1158 TCM, devi
ces have been distributed in 496 districts / cities in 652 hospitals, 420 he
alth centers, and 25 laboratories.
However, The COVID-19 pandemic has had a significant impact on TB outcomes.
Indonesia had a decline of 40% in estimated DS-TB notifications from 2019 to
2020 (as of December 2020). As the major technical assistance provider, it i
s critical that USAID responds rapidly and strategically to this situation,
with a particular focus on interventions that: (a) have the potential to dir
ectly impact TB notifications, particularly screening and testing; and (b) b
uild on the strengths of the existing mission portfolios. For this reason, U
SAID has developed a TB Recovery Plan, to start immediately and to last up t
o December 2021.
*S**UMMARY:*
The Project Assistant - TB Program will provide technical and operational su
pport for program coordination, laboratory and supply chain strengthening f
or these programs. This position reports to the Senior TB Manager or his des
ignee of the GHSC-PSM Project in Indonesia. The Project Assistant - TB Prog
ram (based in selected districts) to support the TB Recovery Plan of the Uni
ted States Agency for International Development (USAID) Global Health Supply
Chain Program – Procurement and Supply Management (GHSC-PSM) project in Indo
nesia.
The selected Districts: Kota Bogor, Kab. Bogor, Kota Bandung, Kab. Bandung,
Kota Bekasi, Kab. Bekasi, Kab Karawang, Kota Bogor, Kab. Bogor, Kab Banyumas,
Kota Semarang, Kota Surakarta, Kota Gresik, Kota Malang, Kota Surabaya, Kota
Sidoarjo, Kota Tangerang, Kab. Tangerang, Kota Tangerang Selatan dan Kota
Depok.
*RESPONSIBILITIES:*
Responsibilities may include, but are not limited to, the following:
- Analyze data on TB diagnostics and provide recommendations to the pro
gram in selected districts.
- Provide mapping and analysis of the current Xpert networking and Xpert
lab workload in selected districts.
- Optimize the network by changing the referral route based on HCFs-Xpert
lab distance and workload where required and adding more HCFs and / or pr
isons in the networking.
- Support training additional non-Xpert HCFs in SITB, SITRUST, and specim
en packaging.
- Conduct monitoring and evaluation of the specimen transportation activi
ty.
- Facilitate meeting coordination, discussion with all related stakeholde
r in selected district.
- Develop ToR and propose budget activities including facilitating the
trainings and meetings.
- Conduct data validation followed by socialization and evaluation meetin
gs to optimize cartridge consumption.
- Conduct monitoring cartridge expiry at central and selected provincial
and districts level after data validation.
- Develop a performance report to track timeliness and accuracy of data r
eporting from facilities.
- Provide feedback/recommendations for improving TB laboratory commoditi
es data quality and reliability.
- Provide technical assistance to Districts in developing an early warni
ng stock out monitoring system and stock availability tool for Cartridges
.
- Assist DHO with collecting and analyzing GeneXpert data using third-par
ty software and paper-based systems.
- Work closely with the GHSC-PSM M&E Officer to develop project indicator
s and a monitoring system.
- Maintain open communication and good working relationships with all s
takeholders as well as other key partners.
- Foster relationships and communication between relevant government stak
eholders, as well as external technical partners.
*Q**UALIFICATIONS:*
- Bachelor’s Degree, Clinical Degree or a Degree in Public Health, Pharma
cy, Logistics, Business Administration, or related field required.
- 1-2 years of experience in health programs, preferable in public health
management. Experience working
- in TB programs would be a strong advantage, but fresh talented gradu
ates from the Public Health Management School are welcome to apply.
- Demonstrated strong understanding of relationships and coordination of
health program in provincial or districts level.
- Demonstrated understanding of TB Laboratory and supply chain concepts.
- Demonstrated analytical skills to measure the outcomes of the project’s
activities and support project supervision.
- Strong analytical and problem-solving skills.
- Demonstrated ability to monitor, supervise, and train in health facilit
ies and health offices.
- Ability to contribute to capacity building efforts and work with collea
gues in diverse cultures.
- Ability to work independently.
- Demonstrated ability to communicate effectively in English, both verbal
ly and in writing.
*S**UPERVISION AND DIRECTION:*
The Project Assistant - TB Program will report directly to the Senior TB Man
ager of the GHSC-PSM Project in Indonesia or his/her designee.
