Monitoring Evaluation and Learning Officer (Central Java)
*KOMPAK Program*
KOMPAK is an Australia-Indonesia government partnership supporting the
Government of Indonesia's efforts in reducing poverty through improvements
in basic service delivery and creating opportunities for work. KOMPAK
focuses its efforts on three result areas:
1. Supporting Local Governments and Service Units to better address the
needs of basic service users;
2. Supporting the poor and vulnerable to benefit from improved village
governance; and
3. Supporting the poor and vulnerable to benefit from increased
opportunities for employment and economic development.
*The Opportunity*
The key purpose of the *Monitoring Learning and Evaluation Officer* is to
contribute to high quality and useful evaluation, research, and analytical
work across KOMPAK.
*Key Duties*
- Ensure adequate implementation of the KOMPAK performance measurement
framework and tools at district, sub-district and village level
- Conduct regular structured district, sub-district, and village surveys
to identify progress and results in relation to KOMPAK outcomes
- Work with and support KOMPAK Performance Unit based in Jakarta to
conduct monitoring, evaluation and research activities, including
collecting data via M&E tools, coordinating data collection activities with
local partners, and submitting data to the Performance Unit
- Assist and maintain KOMPAK data sets obtained from variety of sources,
including surveys, interviews, and administrative data sources
- Facilitate research and M&E related activities such as field training,
and partner visits to project sites
- Provide materials for research and evaluation products including good
quality photos and videos
- Travel within the province for data collection and other
evaluation/research related tasks
- Work closely and maintain good relationship with the technical
staff/teams in provincial and national KOMPAK office, including KOMPAK
strategic partners
- Other tasks related to monitoring, evaluation and research as per
KOMPAK’s needs and as directed by the Provincial Manager

*Key Requirements*
- Minimum an undergraduate degree in relevant field (politics, social
studies, public policy, development studies, law or other related fields)
- Having minimum 4-year work experience in the area of monitoring and
evaluation, research and aid development projects
- High level interpersonal skills including verbal and written
communication skills and maintain results-focused stakeholder relationships
in a complex program environment
- Proactive and a problem solver – can work independently on tasks
- Experience in facilitation process, lesson-learned documentation with
stakeholders
- Ability to work within team in challenging work environment
- Fluency in English is desirable
- Understanding of gender equality and social inclusion issues
