Net Happenings - From Educational CyberPlayGround
**************************************************************

E-government is now entering "cross-boundary" territory  --  requiring
multiple institutions to cooperate on projects that are inherently more
complex and political than before. Fortunately, along with the higher risks
come higher returns.

Such cross-boundary work integrates services to improve access, problem
solving, and production efficiency on a multi-institutional basis. The
opportunities have been made possible by recently deployed information
infrastructure. They have been made urgent by horrendous and sustained
budget pressures.

For assistance with cross-boundary initiatives, the E-Government Education
Project of the John F. Kennedy School of Government at Harvard University
will offer a three-day program May 12-14, 2003, in Cambridge,
Massachusetts. A voluntary but valuable pre-workshop online seminar will
kick off Monday April 21st. Drawing on extensive Harvard experience in
educating senior leaders in both the public and private sectors, the
workshop will help leaders to:
-  Assess the risks and returns of projects requiring cooperation among
multiple public and/or public and private institutions
-  Negotiate the commitments required to implement such initiatives
successfully
-  Make the case to gain authorization and resources

Participants in this workshop will gain access to frameworks for analysis,
to knowledge of leading-edge practice, and to assistance in applying
lessons to their own institutional environments. The curriculum will
include several cases including a specially developed case involving
multi-jurisdictional collaboration to build wireless interoperable
communications among police, fire, and other emergency first responders.

Faculty and speakers will include professors Jerry Mechling, Ron Heifetz,
and Hannah Riley of the John F. Kennedy School of Government, Lynda
Applegate and Warren McFarlan of the Harvard Business School, and Dave
McClure of the Council for Excellence in Government.

leaders who are working on cross-boundary initiatives or who foresee that
such initiatives will be important over the next few years.

for an application, or suggest individuals who should be involved in this
workshop. We are also interested in hearing about the particular
cross-boundary cases or issues of interest to you. For this workshop, the
admission fee is substantially reduced for institutions that send a team of
three or more participants and who sign up by April 19.

The new e-government territory cuts across traditional institutional
boundaries. We hope you will join us to explore the possibilities in depth.
