Annotation: These guidelines are intended to assist local law enforcement officials in planning and managing security for events that attract large numbers of people. Abstract: The report includes examples of best practices used by Federal agencies with security responsibilities, as well as strategies that have been effective for local law enforcement and private security. The focus is on national and regional events that may be targets for terrorists, other criminals, and protestors. The guidelines embody six core principles for major event planning and management. First, officials should plan for worst-case scenarios in addition to the crimes and incidents typically associated with major public events (fights, drunkenness, etc.). Second, officials should weigh the intrusive measures that might provide more security against the jurisdiction's desire to have events that are enjoyable, well-attended, and profitable. Third, officials should ensure that security events are safe without infringing on the constitutional rights of participants, including freedom of speech and assembly. Fourth, officials should establish new and effective, albeit temporary, organizational arrangements, management structures, and communication methods. Fifth, officials should ensure that the area of the jurisdiction not involved in the event receive essential law enforcement services, regardless of the size or importance of the event. Sixth, officials should ensure that appropriate Federal officials, such as Department of Homeland Security State Homeland Security Advisors, are informed in advance about events with national or international significance, so as to make Federal officials aware of the nature of the event and possibly gain Federal support for security measures. Guidelines are divided into pre-event planning, security management during the event, and post-event activities. 3 exhibits and appended selected bibliography and other resources, sample security planning organization charts, a checklist for an event security plan, and guiding principles for major special event security

Abstract : Super Bowls are one of the world's premier sporting events, bringing hundreds of thousands of event participants, vendors, and fans to host cities. They are high-stakes, planned events that require the same elements of focus, all-hazard orientation, coordination, trust, collaboration, and unity of purpose that the homeland security environment requires in order to achieve the goals set forth in the Presidential Directives. This thesis considers the predictable performance activities in the planning process that lead to predictable performance outcomes. Large-event planners and operators can benefit from understanding these activities and implementing preventive steps that lead to more desirable event outcomes. By establishing a cooperative and highly participative SB planning process, the majority of operational conflicts (whether cultural or technical) will be uncovered in a controlled way and lead toward more predictable performance outcomes. The forms of event services has become increasingly diverse; the number of event services rapidly increases; involved people are more and more and are no longer confined to traditional readers; the influence of event services greatly expands from interior of the library to society; But there are still some problems: the types of actual event services of the library are much more , but the patterns are fewer; the short-term services of most libraries disperse; the ownership and management of event are still relatively chaotic; various event services of the library have no unified definitions, standards and classifications. Therefore systematic classification and unified management should be implemented, and we should standardize business processes and implement events marketing.

This paper investigated the safety factors considered by visitors to the Kwangju Biennale 2000 and analyzed the correlation between the safety factors and the demographic characteristics of the visitors. Global tourism increased throughout the 1990s, with the biggest surge occurring in the Asia-Pacific region. Long-distance travel is also increasing, and at a rate faster than the global average. The opportunities for event tourism appear to be strong almost everywhere, even though recessions may have an impact on these destinations. Along with this upward trend, competition for more desirable tourists is also
surging (Getz, 1997). Therefore event tourism is appearing as a powerful
method in the fierce competition around the tourism industry.
