Dear all,
I will answer you in this manner this time, firstly because I assume that
everybody gets at the same time the comments made by somebody else and secondly
because I find it useful to lay down a bit more details related to my query.
Not to forget to mention also that I am very pleasantly surprised to have the
feedback of so many of you to my question of earlier today.
So, I work for the Ministry of Transport, Information Technology and
Communications /MTITC/ of Bulgaria. Currently we have a national transport
strategy with the overall objective of development of sustainable transport
system. At implementation level however we have programmes and projects
encompassing mainly the development of the transport infrastructure, i.e.
construction of roads, rail, etc. On the other hand we are in contact with EU
states that have separate dedicated initiatives or programmes for research and
innovation in transport. I have asked some colleagues from these countries how
did they come up with their national research agendas and the answer was mainly
trough (institutionalized) dialog of the various stakeholders.
My understanding is that the implementation of research and innovations in our
transport sector might increase the effectiveness of the use of the resources
and also to support number of other positive outcomes like for example
potential new markets or commercial collaboration for our companies. And here
comes the challenge how to identify the research needs in the sector. I will be
happy enough to start solely with the identification of the research needs of
the agencies and the companies part of overall structure of the ministry that I
work at. So the needs assessment in question has to be capable to answer to the
following question:
What other (research and innovations) activities, different from their current
practice to invest solely in the construction of new infrastructure, are
available to the entities part of the MTITC in order for them to improve the
achievement of their respective strategic goals?
In answer to your suggestions :
1. I did try to find out what are the research needs in other countries and
transnational organizations. For example I read some documents issued by the
USA Transportation Board, some OECD papers, etc. However thus I was just able
to identify that there is certainly something going on in this domain
elsewhere, but am probably lacking the required specific competence to be able
to use these activities as a hint of what might be needed in our case.
2 I tried to identify, utilizing google, even some more general Research Needs
Assessment methodology, but to no avail. Now I come to think that probably even
some broader sound methodology should be fine in this situation.
3. I note the proposal for meta analysis of the research articles, but it seems
to me very time consuming. I hoped that probably there is some means to prepare
a structured online questionnaire and to dispatch it towards the respective
entities responsible for the development of the various transport modes /like
for example Road Agency, National Railway Infrastructure Company, etc./ and to
some academics as well


I will be happy to read all comments and suggestion that you may have in
relation to the above,

Perhaps, first it is
useful to focus on conducting a meta-analysis of transport
research scientific articles, so that you can make some
general theoretical assumptions on the "what is"
situation. For the analysis you could use the on-line
scientific databases and qualitative/quantitative
methodologies for the thematic and content
search.
I can only
guess that transport research is a very broad theme, so
perhaps you want to narrow it down to even more specific
areas - what type of transport, geographical area,
public/privately owned, passenger/goods  etc.
Afterwards you could use the broader
NA methodology to assess the need for inovation in the area
you are investigating.
