I would also look at the development banks, they do quite a few assessments in
these areas (especially transport in countries and municipalities with
developing economies).

World Bank
The OECD also developed a “innovation policy platform” a fews years back and it
could be a good source of information on innovation assessments.
Google is probably the best tool for finding their reports.

Yasen, while there are many texts and sources about NA (mine included) there
will be much less I suspect about a specialized topic such as this. There
are probably reports but they will undoubtedly not be published or easily
accessed. I would look at government sources such as the Departments of
Transportation at the national and state levels. My guess is that some
groups would be looking at needs and solutions in your area of interest.
Curious as to what Ryan Watkins might chip in with here.
