I'm about to give up on this and load from scratch but this is a dual
boot machine.

No need to reinstall from scratch, unless you value learning the install
process. Personally I find it rather boring, much more fun to
troubleshoot the _real_ problem.
So as root run:
apt-get purge linux headers-generic linux-image-generic
How about the output of the above command?
